City Council Drainage Study Committee <br />July 31, 2000 <br />Page 3 <br />Joe Cole, 1000 Jackson Street, came forward telling the Committee that when <br />it rains heavily and floods, it covers approximately 2 to 3 acres of his property <br />with about six to eight inches deep water. Mr. Cole said the flooding starts at <br />about Washington Street and his property goes from 12" SE to 81h SE. <br />Billy Trenado, 940 Old Jefferson Road, appeared before the Committee telling <br />them that there is a problem of flooding that is caused by the South Side Baptist <br />Church. He stated that since they came in and built a Family Life Center, the <br />water is coming off of the easement between their property and his and is <br />flooding his property and his neighbors. Mr. Trenado suggested that a drainage <br />ditch be placed on the easement which will take the water away from his <br />property. Mr. Trenado said he has requested that the South Side Baptist <br />Church work with them, but the minister of the church indicated he did not <br />want to work with them. Mr. Trenado said that Jeff Smith has been completely <br />flooded out and that he has gotten water in his house two times. Mr. Trenado <br />asked that the city help them out. <br />Tammy Huffman appeared before the Committee stating that she was a Lamar <br />County resident and maintains a business at 24th SE and Lamar. Ms. Huffman <br />said she was concerned about the drainage at this location. Ms. Huffman said <br />that every time it rains this area floods and the street has to be blocked off. <br />Fred Mowrey, 2162 W. Sherman Street, came forward telling the Committee <br />that previously he lived at 410 22 "d SW Street and when he purchased that house <br />he spoke with the City Engineer and he told him that this house would not flood <br />anymore because there has been extensive drainage work in that area. Mr. <br />Mowrey said that there is a culvert that runs back behind the property and it <br />crosses Sherman Street then goes through a larger culvert. Mr. Mowrey advised <br />that they are putting in larger culverts now, but the problem is not the water <br />running through there. It is the water running down from Bonham Street, <br />Austin Street, and Kaufman Street because that whole area runs towards the <br />drainage ditch. Mr. Mowrey said that there are not culverts or drainage ditches <br />on 19th SW and the last time there was a large rain he walked out into his back <br />yard and he was walking in five inches of water. Mr. Mowrey said that this is <br />washing his topsoil away. Mr Mowrey said the people west of his property <br />always get their property flooded every time it comes a large rain. Mr. Mowrey <br />
