CITY COUNCIL DRAINAGE STUDY COMMITTEE <br />AUGUST 16, 2000 <br />The City Council Drainage Study Committee met in special session, Wednesday, <br />August 16, 2000, at 6:00 P. M. , Thomas Justiss Elementary School Cafeteria, 40118' <br />Street N. W., Paris, Texas. Chairman Benny Plata called the meeting to order with <br />Mayor Pro Tem Richard Manning and Councilman John Bell being present. Also <br />present were City Manager Michael E. Malone andCity Clerk Mattie Cunningham. <br />City Manager Malone advised that this is the third in a series of meetings to be held in <br />the community to give the public the opportunity to come forward and identify any <br />localized or area -wide drainage problems that may be experienced in their <br />neighborhood or elsewhere in the city. City Manager Malone said that everyone in the <br />city has the opportunity to come and tell the Committee about their drainage problems. <br />City Manager Malone said the Committee has been appointed by the Mayor in order <br />to identify as many of the drainage problems as we can, then try to classify them <br />according to the severity of the problem and how they are affecting the citizens of Paris, <br />and looking forward to some future time when some type repair work can be funded <br />to mitigate some of the problems. City Manager Malone said there is a small amount <br />of money available from the issuance of Certificates of Obligation, and it may be that <br />some of the smaller projects might be solved utilizing these funds. <br />Chairman Plata declared the public hearing open to receive input from citizens to assist <br />in identifying and prioritizing storm water drainage problems throughout the City and <br />to plan for future funding. Chairman Plata asked those who wished to speak to come <br />forward. <br />Ruth Merritt, 90 32nd S. W., came forward telling the Committee that when they <br />purchased their lot in 1971 it was the highest lot anywhere around and it stayed that <br />way for years. Ms. Merritt said they dug a ditch on the south side of W. Kaufman <br />Street, then they started up at 28"' Street and dug a ditch on the north side of W. <br />Kaufman Street putting a large culvert across W. Kaufman Street. Ms. Merritt said <br />that all the water that came down the street could not turn the corner and go through <br />the culvert It backed up across the street from her home causing the street to wash out <br />causing pot holes. Ms. Merritt stated that the culvert is too tall and it makes a large <br />hump in the street, which starts just north of her lot on 32nd and the city should cut the <br />street down and put it on the culvert. Ms. Merritt said they also go on W. Kaufman <br />Street just past her corner of her lot and placed more on that street, and it stayed <br />there. Ms. Merritt said the water coming down from those streets and washes all the <br />
