CITY COUNCIL DRAINAGE STUDY COMMITTEE <br />OCTOBER 11, 2000 <br />The City Council Drainage Study Committee met in special session, <br />Wednesday, October 11, 2000, at 6:00 P. M. , City Hall, 135 1s'SE Street, <br />Paris, Paris, Texas. Chairman Benny Plata called the meeting to order with <br />Mayor Pro Tem Richard Manning present to complete a quorum. Council <br />member John Bell was absent. Also present were City Manager Michael E. <br />Malone, City Engineer Earl Smith, Director of Public Works Terry Townsend, <br />and City Clerk Mattie Cunningham. <br />Chairman Plata announced that the Committee was going to conduct a field <br />visit to identify drainage problems. The Committee boarded a van and <br />departed from City Hall. <br />The first location visited by the Committee was 3610 Graham where there is <br />a drainage ditch on the east side of the property. The committee members <br />walked the ditch where there was an area where water was standing. The <br />committee discussed the possibility if digging the ditch out in order for the <br />water to flow down the drainage ditch. <br />The Committee continued on to 90819th NW Street where the property owner <br />had complained that the church across the street from his property had paved <br />the drainage ditch causing water to flow into his yard. <br />The next area viewed by the Committee was 2230 West Sherman Street. The <br />Committee looked at the backyard and the drainage ditch to the west of this <br />property. The Committee discussed the drainage problem with the property <br />owner, E. J. Griffin, who advised that when it rains it floods his house and <br />backyard. It was the consensus of the Committee and the City Engineer that <br />the drainage project in the 2300 Block of West Sherman would help correct <br />this drainage problem. <br />The Committee's next stop was 801 S. Church Street where they viewed a <br />culvert that was insufficient. The Committee then visited a location at <br />Washington and 3" SE where the drainage culverts were stopped up. <br />
