CITY COUNCIL DRAINAGE STUDY COMMITTEE MEETING <br />FEBRUARY 22, 2001 <br />The City Council Drainage Study Committee met in a special session on <br />Thursday, February 22, 2001, 6:00 P.M., Paris Junior College, Applied <br />Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas. <br />Chairman Benny Plata called the meeting to order with Mayor Pro Tern <br />Richard Manning and Councilman John Bell being present. Also present <br />were City Manager Michael E. Malone, Mattie Cunningham, City Clerk, and <br />Director of Public Works, Terry Townsend. <br />Chairman Plata announced that the first item on the agenda would be a <br />discussion of storm water drainage problems throughout the city as <br />identified by staff and citizens. <br />City Manager Malone stated that he would review all of the drainage issues <br />brought to the Committee through the public hearings and that some of <br />them had been resolved. Some of the issues would be major drainage <br />projects and that the staff would be making recommendations concerning <br />those that required some minimal engineering. <br />City Manager Malone said that the City had received good news from <br />Ronnie Tidwell who works with United States Department of Agriculture <br />representing the Natural Resources Conservation Service. Mr. Tidwell <br />contacted the City about funding available because of the emergency <br />declaration in connection with the ice storm - funds that can be used for <br />mitigation of future drainage problems. These funds would be available to <br />come in and help clean up ditches, repair culverts, or unblock culverts <br />and things of that nature that might cause a lot more damage to public <br />structures or homes in the future. The City Manager said that Mr. Tidwell <br />and personnel from their Dallas office had accompanied Terry Townsend <br />and identified a lot of different areas in the city where their program could <br />assist. Included would be many of the old concrete drainage ditches <br />constructed by the WPA during the Great Depression and also some of the <br />drainage ditches in Paradise Estates and the 42 "d Street area. <br />Through this program, NRCS would take bids and bring in contractors'to <br />clean out all of the trees and brush that are blocking the ditches. He said <br />they are not going to put any concrete in, but may remove that which is <br />damaged. City Manager Malone advised that this is a 75% grant with a 25 % <br />local match. In talking with NRCS, it was found that if the City of Paris <br />takes the brush to the compost site and runs it through the City's <br />horizontal cutter mill, that this contribution would probably make up the <br />
