City Council Drainage Study Committee <br />February 22, 2001 <br />Page 2 <br />city's 25% match. City Manager Malone said that any cash needed above <br />that could be taken from the $500,000.00 obligated for miscellaneous <br />drainage projects in the Certificates of Obligation, 2000 issuance. He said <br />that we have already identified more than $223,000.00 worth of work. City <br />Manager Malone asked Terry Townsend to pass out the map and list of <br />sites that he and people from NRCS had identified and Mr. Townsend <br />spoke to the Committee regarding this list. Mr. Townsend advised the <br />Committee that they had accepted all of the identified locations in addition <br />to the one in Paradise Estates and another one located on MLK. City <br />Manager Malone said staff was going to continue to try to add to this list <br />and that is going to be part of what the city staff is going to recommend <br />that the Committee talk to the City Council about. <br />City Manager Malone discussed priority number one that the Committee <br />and City Council has already named, which is 24th Street, Lamar Avenue <br />and Wade Park. He stated that Council was aware that Hayter Engineering <br />was working on a plan profile of the ditch which runs from north from <br />Cherry Street and on south of Lamar Avenue. The review of the plan <br />profile would determine if there was going to be enough fall from the north <br />side of Wade Park to the south side of Wade Park to create a retention <br />pond large enough to alleviate problems downstream. City Manager <br />Malone stated that Mr. Hayter's preliminary review found that there did not <br />seem to be sufficient fall to utilize a mitigation pond. The City Manager <br />advised that there are one or two other areas that he is looking at to see if <br />there is an area where a mitigation pond could be built. These areas <br />would require that the city obtain property. City Manager Malone also told <br />the Committee that the Texas Department of Transportation is planning a <br />project to widen Lamar Avenue from 20t`' Street to Collegiate Drive. He <br />said that TxDOT would likely make some plans about the drainage <br />structures under Lamar Avenue and 24th Street and that our engineer could <br />coordinate with the state in this project. <br />City Manager Malone recalled that the city had set aside $225,000.00 of the <br />Certificates of Obligation, 2000, for the Big Sandy Tributary No. 4, <br />Collegiate Drive to Clarksville Street drainage project. He suggested that <br />the Committee recommendation be to prepare plans for this project, but <br />hold off on construction in order to determine if these funds will need to <br />be applied to the number one priority project, Wade Park, 24th Street, and <br />Lamar Avenue drainage project. Only $626,604.00 had been earmarked for <br />the priority one project and it might cost more to do improvements <br />
