City Council Drainage Study Committee <br />February 22, 2001 <br />Page 3 <br />downstream in lieu of the previously proposed mitigation pond. The <br />$225,000.00 earmarked for the Big Sandy Tributary No. 4 project might be <br />needed to complete priority one. <br />City Manager Malone discussed with the Committee the drainage problem <br />identified by Jay Guest in the area between the NE Loop and 36th NE and <br />FM 195. The drainage ditch coming from the Loop does not make a <br />connection to the ditch behind Mr. Guest's property which flows on to and <br />beyond FM 195. He suggested that this might be a project that could be <br />accomplished by digging a pilot channel utilizing contract labor when the <br />weather is dry in late summer. <br />Terry Townsend, Director of Public Works, came forward and discussed <br />three other projects that former City Engineer Earl Smith had initiated. The <br />drainage inlets at 24th and Lamar Avenue, in the 700 block of Bonham <br />Street and Graham Street, and in the 500 block of Clarksville Street and <br />Lamar Avenue are thought to be too small. TxDOT has offered to correct <br />the problems if the City would do the engineering. Mr. Smith utilized <br />Hayter Engineering to study these locations. The State indicated that the <br />City would have to take responsibility for any effects to the downstream <br />drainage. Mr. Hayter's findings were that the downstream drainage would <br />definitely be significantly impacted; for example, at 24th and Lamar the <br />downstream drainage load would be increased by 19 %, so that work would <br />be necessary downstream before the project could be accomplished. <br />City Manager Malone reviewed the minutes from previous meetings of the <br />Drainage Study Committee and advised the Committee what city staff has <br />recommended with regard to the drainage problems identified through the <br />public hearings as follows: <br />July 17, 2000 - City Council Drainage Study Committee Meeting <br />Robert M. Browning, 445 42 "d SE, Charles Taylor, 835Paradise Drive, and <br />Dr. Joe Deupree, 730 Sherwood Drive were all drainage concerns that <br />relate to the drainage ditch along 42nd Street SE and through Paradise <br />Estates. The staff recommendation was to utilized NRCS money if it <br />comes through to address a great deal of the problem.
