CITY COUNCIL DRAINAGE STUDY COMMITTEE MEETING <br />April 2, 2001 <br />The City Council Drainage Study Committee met in special session on <br />Monday April 2, 2001, 6:00 P. M., City Hall West Annex, Conference <br />Room/Break Room, 150 S. E. First Street, Paris, Texas. Chairman Benny <br />Plata called the meeting to order with Mayor Pro Tern Richard Manning <br />being present. Also present were City Manager Michael E. Malone, Public <br />Works Director Terry Townsend, and City Clerk Mattie Cunningham. <br />Chairman Plata announced the first item on the agenda was discussion and <br />review of the Master Drainage Plan for the City of Paris. <br />City Manager Malone said the Drainage Study Committee has not reviewed <br />Master Drainage Plan of the City of Paris, and that the Committee should <br />take a look at the priorities set out in the 1993 Master Drainage Plan. <br />City Manager Malone said the first project in the Master Drainage Plan <br />listed as being the top priority at the time the study was conducted was in <br />the area of Shiloh Street and in the area where the Plum Street Mitigation <br />Pond is. He said that at the time the study was conducted, the city had one <br />particular home that had actually gotten water into it from a storm drainage. <br />The lot was bordered on two sides by drainage coming across the front and <br />down beside the house. City Manager Malone explained that when the <br />city did the Plum Street Mitigation Project, it was through a grant from the <br />Texas Department of Transportation. He advised the city utilized the grant <br />money to build a mitigation pond rather than follow the recommendation <br />in the master plan, which calls for concrete lining and various channels. <br />The City Manager felt that the issues have been mitigated. <br />Project Number Two was in the area of Stillhouse at Clement Road, and as <br />you go north, there is a concrete culvert, which was constructed about 14 <br />or 15 years ago. The culvert was properly sized at that time. City Manager <br />Malone said the second project in this area was from this same culvert due <br />
