CITY COUNCIL DRAINAGE STUDY COMMITTEE MEETING <br />May 14, 2001 <br />The City Council Drainage Study Committee met in a special session on <br />Thursday, May 14, 2001, 4:30 P. M. Paris Junior College, Applied <br />Technology Building, Room 1016, Paris, Texas. Chairman Benny Plata <br />called the meeting to order with Mayor Pro Tem Richard Manning and <br />Councilman John Bell. Also present were City Manager Michael E. <br />Malone, Director of Public Works Terry Townsend, and City Clerk Mattie <br />Cunningham. <br />Chairman Plata announced the first item on the agenda was discussion of <br />Wade Park, Lamar Avenue, and 24th Street S. E. Drainage Improvement <br />Project. <br />City Manager Malone advised the Committee that the City Council has <br />been authorized to have Hayter Engineering gather information about the <br />plan f rofile of the ditch that runs through Wade Park and under Lamar <br />Avenue, and parallel to 24th S. E. and on into Big Sandy Tributary No. <br />Four, and to also the city cost estimates and comparisons between doing the <br />project one way and doing it another. <br />Reaves Hayter with Hayter Engineering, came forward telling the <br />Committee that they have been looking at the drainage problem from Wade <br />Park, under Lamar Avenue to 24' Street S. E. and on to Big Sandy <br />Tributary No. Four. Mr. Hayter presented photographs of the drainage <br />area and discussed those with the Committee. Mr. Hayter pointed out that <br />it is his feeling that improvements should begin with the unimproved ditch <br />beginning at Culbertson and Simpson and work towards the park area. <br />Mr. Hayter advised that the estimated cost of the project is 1.4 million <br />dollars. <br />Mike Tibbits, an Engineer with Hayter Engineering, was also present, <br />Tibbits referred to the photographs pointing out that what they tried to do <br />is break the project down into blocks so that the Committee could see the <br />improvements in phases, if the city wanted to do the project in phases, as <br />
