City Council Drainage Study Committee <br />May 14, 2001 <br />Page 2 <br />the overall construction cost is going to be fairly high. Mr. Tibbits said that <br />the bridges at Culbertson, Simpson, and Hubbard Street had been <br />improved by the city in 1988 or 1989 by widening those bridges and that <br />would be their design point and that would set the slope that would <br />determine how much slope is available from one to the other. He said they <br />could design the project by phases. Mr. Tibbits said what it shows and that <br />they have eluded to, is that a lot of the property owners have built up to the <br />edge of the ditch and have put in their own retaining walls, and some of the <br />property owners have honored the easements but some have not. Mr. <br />Tibbits said that another problem is just north of 24' Street S. E. where the <br />property owners have built a concrete slab over the ditch and placed dirt <br />over the top of the slab. Other problems were large trees in the ditch, and <br />sewer lines that runs beside the ditch, which are probably clay tiles. He <br />said if the city goes in to these areas, the sewer line will probably have to be <br />replaced. Mr. Tibbits said until they have a survey of the area, they will <br />not know what slopes are available. <br />Mr. Tibbits advised that for all the drainage improvements, including the <br />design, surveys, engineering, and establishing rights -of -way all the way <br />down to Simpson, would be an estimated cost of 1.1 million dollars and the <br />sewer improvement is estimated at approximately $285,000.00. <br />After a considerable amount of discussion, a motion was made by <br />Councilman Bell, seconded by Mayor Pro Tem. Manning, authorizing <br />Hayter Engineering to do the design work, surveying, prepare plans and <br />specifications, and acquire rights -of -way for the Wade Park, Lamar <br />Avenue, and 24th Street S. E. Drainage Improvement Project, plus the sewer <br />line improvement. The motion carried 3 ayes, 0 nays. <br />Terry Townsend, Director of Public Works, came forward giving a report <br />on the small drainage projects that were complete, jobs underway, and <br />drainage problems that they are getting estimates on by contractors. <br />
