CITY COUNCIL DRAINAGE STUDY COMMITTEE <br />November 30, 2000 <br />The City Council Drainage Study Committee met in special session, Thursday, <br />November 30, 2000, at 6:00 P. M. in the Chisum Elementary School Cafeteria, <br />3250 Church Street (State Highway 19/24 South), Paris, Texas. Chairman <br />Benny Plata called the meeting to order with Mayor Pro Tem Richard Manning <br />and John F. Bell being present. Also present were City Manager Michael E. <br />Malone and City Clerk Mattie Cunningham. <br />Chairman Plata announced the purpose of the meeting was to hold a public <br />hearing to receive input from citizens to assist in identifying and prioritizing <br />storm water drainage problems throughout the City and to plan for future <br />funding. <br />City Manager Malone advised that this Committee has had a number of meeting <br />in various areas of town with three public hearings, and this is the fourth and <br />probably the final public hearing to receive input. City Manager Malone said <br />following this meeting, the minutes will be completed and all the minutes of the <br />Drainage Committee meetings will be distributed to members of the City <br />Council. He further advised that there will be subsequent meetings of the <br />Committee. The Committee will make a recommendation to the City Council <br />as to what the priorities are and take a look at the Master Drainage Plan, and at <br />that time, there will be discussion about funding that the city has available, <br />which is limited, and whether there is any additional funding to besought, along <br />with what the long range plan might be. <br />Chairman Plata declared the public hearing open and asked those present to <br />come forward. , <br />Wayne Templeton, 1209 16' Street N. W. came forward telling the Committee <br />that the area where he lives has always been low and they have always had <br />drainage problems. Mr. Templeton advised that they have lived at this location <br />for 30 years. He said about one and one -half years to two years ago, the city <br />smoked the drain and he watched as this was being done and you could see <br />smoke coming up from the drain. Mr. Templeton said from his knowledge ,there <br />has been nothing done about those leaks where the smoke came out. Mr. <br />Templeton stated their main problem is when it rains, as it did last Saturday <br />,water gets over their street, and this time, it lacked about two feet getting over <br />
