City Council Drainage Study Committee <br />November 30, 2000 <br />Page 2 <br />the center of the street. Mr. Templeton said north of them at Henderson Street <br />it got over the street from about 30 foot back from Henderson. He also said <br />between Long Street and Campbell Street it got completely over the street, but <br />at his house it did not. Mr. Templeton said the city has in the last year put a <br />manhole in front of their house. Mr. Templeton advised the Committee that he <br />did call a Mr. Akins at the City and reported the flooding of the street and Mr. <br />Akins assured him that they would check it out. Mr. Templeton advised that if <br />he uses the commode and flushes it he, tries to be close to the washing machine <br />because behind the washing machine it gurgles, but this is only during a large <br />rain. Mr. Templeton felt that the city's problem is they have a drain clean -out <br />at the end of his property line. They have one clean -out for the city and there is <br />one that comes back into his sewer line and there is a flap in the line, and when <br />their sewer goes to it, the flap opens up and lets the water out into the city's <br />sewer line. Mr. Templeton pointed out that if the city's sewer line is full, then <br />their water has no place to go because the pressure from the city's line is more <br />than what comes from their line, so that flap does not open up and let the water <br />out. Mr. Templeton told the Committee that he did have a new sewer line <br />installed this last summer, so it could not be their sewer line. Mr. Templeton <br />advised that his problem, is that some point in time the sewer is going to back up <br />in their house and they will be flooded, and when the gurgling starts his main <br />complaint is they cannot use the bathroom or the washing machine or anything <br />else until the water runs down. <br />City Manager Malone advised that there are two problems, one is the drainage <br />problem in the area and when the water fails to run off it, is also infiltrating the <br />city's sanitary sewer system. <br />Monte Cowley, 2230 College Drive, appeared before the Committee stating that <br />his complaint is, where he lives is on the north side of Lamesa Heights, and as <br />you know, the railroad tracks used to be between his backyard and Lamesa <br />Heights, and now they have removed the railroad tracks. Mr. Cowley said after <br />they removed the railroad tracks, someone came in and removed the gravel and <br />now when it rains, it stands in water. Mr. Cowley said in the summer time the <br />mosquitoes are really bad. Mr. Cowley said the whole area is not standing in <br />water, it is places where they dug down too deep to get the gravel. Mr. Cowley <br />said behind his house, there is an area about two houses wide which stands in <br />
