Fairground Committee Minutes <br />June 5, 1990 <br />Page 4 <br />Mr. Nickerson stated he felt the scheduling problem resulted from <br />increased usage of the facilities at the Fairgrounds. He felt this was <br />an adjustment period and they were experiencing growing pains. <br />Chairman Burnett stated the Northeast Poultry Texas Poultry Association <br />and Red River Shriner Club had expressed having problems with Red River <br />Valley Fair Association and scheduling events. Chairman Burnett also <br />questioned the usage of hay in the livestock area. Lorrin Scott of the <br />Fair Board explained sand is currently being used for bedding in the <br />barn and hay can be used for feed. Chairman Burnett stated the sign in <br />the barn needs to more accurately reflect hay usage. Lorrin Scott said <br />they had been and would make people aware of it. <br />Councilman Kent questioned if this is not solved prior to the rodeo <br />dates what would happen. Mr. Nickerson stated that is the reason Red <br />River Valley Fair Association obtained a temporary injunction which <br />enable the rodeos to still be conducted. <br />Chairman Burnett questioned the gates being closed across the street <br />down to the fire field area. Rita Haynes of the Red River Valley Fair <br />Association stated the Fire Department has a key to the gate, and the <br />gates were locked to keep traffic off of the carnival grounds which was <br />tearing up the grounds. <br />R> .. fS- ..n`�" tbV�`..,bo`i'se'" si ora •� . - <br />to condition and was there plans for the area to be used for something <br />else. Steve Glover, President of Fair Association, stated one of their <br />proposals was removing the horse barn due to dilapidated condition. <br />Councilman Kent questioned the insurance on the horse barn at the <br />present time. Jeff Hoog of the Fair Association stated as far as the <br />Fair Association knows the horse barn still has insurance. Councilman <br />Kent asked if it was the opinion of the Fair Association that the horse <br />barn needed tearing down, and do they feel it serves a worthwhile <br />purpose. Mr. Hoog stated he thinks the Paris Rodeo and Horse Club <br />knows it needs possibly some changes of some kind, and they felt.maybe. <br />they could do something to upgrade the exterior. <br />Councilman Kent questioned plans to take the pasture on the west side <br />of the rodeo arena. Mr. Glover stated there was talk of taking part of <br />it back so, they could maintain it and use it for parking. He stated <br />the Paris Rodeo and Horse Club could still use it for riding purposes. <br />He said at the present time it is not being maintained as it should <br />be. He said they are basically talking about the area up to the creek <br />being maintained by Paris Rodeo and Horse Club and anything past the <br />creek Red River Valley Fair Association maintaining it at the Fair <br />Association's expense. <br />Marshall Kent stated he thinks what the committee is going to recommend <br />to the Council is we want the people of Paris and Lamar County to be as <br />welcome on the Fairgrounds as anybody else and what the buildings are <br />put out there for should be what they are used for. -I don't want to <br />see one activity given preference over another activity. He wants the <br />facilities to be available to everyone. <br />
