MINUTES <br />PLANNING AND ZONING COMMISSION <br />_MONDAY, FEBRUARY 5, 1979 <br />7:00.0'-CLOCK P. M. <br />COUNCIL ROOM - CITY HALL <br />PARIS, TEXAS <br />The Planning and Zoning Commission met in regular session Monday, <br />February 5, 1979 at 7:00 P.M. in the Council Room, City Hall, Paris, <br />Texas with the following members present: <br />1. <br />Homer <br />Thornton, Jr. - Chairman <br />5. <br />Bruce McMonigle <br />2. <br />Clark <br />Estes, Jr. <br />6. <br />Lee C. Pruitt <br />3. <br />Jerry <br />Johnson <br />7. <br />Freddie Swaim <br />4. <br />James <br />Lynch <br />8. <br />Lucy Terpening <br />Chairman Thornton called the meeting to order and the minutes of <br />January 2, 1979 were approved as presented. <br />Chairman Thornton declared the public hearing open on the petition <br />of Mr. John Hutchings for a change in zoning from a One Family <br />Dwelling District No. 2 (SF -2) to a General Retail District (GR) <br />on Lot 15, City Block 296 located at 3315 Lamar Avenue. <br />Mr. Hutchings was present and stated he had lived at this location <br />for five years. He said his wife is in the dress business and he <br />would like to utilize part of the residence for retail purposes <br />and be able to advertise at the location. He presented a sketch <br />showing the area proposed for retail use and indicating additional <br />off - street parking. <br />Speaking in opposition to the petition, Anthony Athas stated he and <br />others in the area had appeared at the meeting on three different <br />occasions last year to protest retail zoning along Lamar Avenue. <br />He sited several reasons for opposing the change and submitted a pet- <br />ition containing signatures of 12 area land owners. <br />Glenn Edwards, Dr. John Miles and Mitchell Graves also voiced <br />their opposition to the change. <br />Chairman Thornton declared the Public Hearing closed. In discussion <br />the Commission determined that 10 of the 12 signatures on the pet- <br />ition submitted by Mr. Athas, were property owners within 200 feet <br />of the Hutchings lot. Following discussion Mr. Johnson made a <br />motion to recommend denial of the request. firs. Terpening seconded <br />the motion which carried unanimously. <br />
