ANNUAL AIRPORT CERTIFICATION INSPECTION <br />COX FIELD <br />PARIS, TEXAS <br />DECEMBER 28 -29, 1977 <br />NARRATIVE REPORT <br />The annual Certification Safety Inspection of Cox Field was con- <br />ducted December 28 -29, 1977. Deficiencies found of which correction <br />is mandatory were: <br />1. The Airport Operations Manual (AOM) dues not include information <br />necessary to show detailed means and procedures used to comply <br />with all of Subpart D. Reference FAR 139.33(a)(1). <br />Additions to the Emergency Plan are required to comply with FAR 139 <br />Amendment 139 -11 effective April 18, 1977. A copy of this.amend- <br />ment is enclosed for your information. Previously discussed revisions <br />to the AOM are overdue and should be submitted immediately. There <br />seems to be some delay in getting maps and drawings updated. Sub- <br />mission of the narrative portion should be made with the drawings <br />following completion. The only official copy of the manual is the <br />one on file with FAA and it is a regulatory requirement for the <br />certificate holder (City of Paris) to keep it current. <br />2. Airport CFR personnel failed to demonstrate an ability to <br />reach the midpoint of the furthest runway within 3 minutes. Reference <br />FAR 139.49(e)(1). <br />The test response time was in excess of 3 -1/2 minutes. Most of <br />this time was taken up by the donning of protective clothing. At <br />the conclusion of the test, alternate procedures to expedite the <br />suiting out were reviewed and adopted. Conversion to standard <br />fireman boots and storage for handiness were included and will permit <br />response to meet the regulatory requirement. <br />3. The operator failed to promptly and as completely as possible <br />remove from runway pavement areas loose aggregate or other con- <br />taminates. Reference FAR 139.83(a). <br />All three runways are showing evidence of spalling. Such loose <br />material needs to be kept swept from airfield pavements. Only <br />the center portion of runway 17/35 had been swept. Problems with <br />this runway should be allievated upon completion of the overlay <br />scheduled to begin immediately. While this runway is closed, <br />however, greater attention will be necessary to Runway 13/31 to <br />keep that runway clear of potentially hazardous materials. The rate <br />of spalling seems to be accelerating on the airport. <br />
