Mr. Abbott then moved to recommend ,approval of the petition. Mr. Lynch <br />seconded the nation which carried 4 for and 3 against. <br />The next item was a public hearing to consider the p3 action of Joha ng D. <br />Todd for a change in zoning frvau a one- Amally Dwallingr District Nb. 2 (SF -2) <br />to a Neighborhood Service District (AS; on Lot 8, City Block 296 located at <br />3215 Lamar Avenue. <br />Mr. and Mrs. Todd were present and stated the zoning was requested In order <br />to operate a beauty shop at 'Vat location. fir. Todd went on to say that a <br />xnbile home was proposed to be used for this purpose, located next to their <br />ho;ae and set up to look like a standard building with brick underpinning. <br />Nr. Tbdd stated in response to a question, that the mobile bow would be <br />mataie to comply with the building code and that he had sufficient zoom for <br />Off street parking. <br />He went on to say thaw.. he felt LauAr Avenue would eventually be cmoexcia2 <br />in use. <br />Appearing in opposition were Mar. and Mrs. Leland gamil, 3170 Lamar Avenue. <br />wry did not object to the beauty shop but were opposed to the xoning and <br />the,use of the mobile hom. Mrs. Hamill staged she has operated a beauty <br />shop in her homee since 1962. <br />Mite Malone, speaking for his Parents who live at. 3182 Xargaret, objected <br />to mobile homes in residential areas and spot xonieg which would encourage <br />other x6ning. <br />Following discussion, Mr. rbornton arcade a notion to recommend denial of the <br />petition. Xr. Rates seconded the motion which carried unanimously. <br />The next item was a Public Hearing to consider annexation and proper zoning <br />on a 21.68 acre tract of land proposed to be Nornin-gside $states, Part 8. <br />There was no one present to spank an the muter aad Joe McCollum, Director <br />of CORMUnity Develops ont, stated this was a .rantiae piwoodure when IWO <br />was requested to be annexed. He stated the City Staff r9oaxnended annex - <br />ation and One - Family Dwelling District No. '2 (SP -2) zoning upon annexation <br />which conforms to existing zoning in the area. <br />Mr. Lynch moved the annexation and zoning be recrog wnded for approval. Mr. <br />Pallor seconded the motion which carried unanimously. <br />A zoplat of Toots 1 and 2, Block P, Norningeide Estates Part 3 was dnanlmuoly <br />approved on a motion by lr. Pruitt, seconded by Mr. Abbott subject to the <br />exceptions listed in Director of Public Forks Memaranduaa dated April 4, 1977 <br />marked Exhibit A and attached hereto. <br />
