The Preliminary Plat of Winchester Estates was tabled on a motion by Nr. <br />Abbott, seconded by Mr. Fuller In order to give considaratlon to extanding <br />Mallard Drive to the east instead of the cul de sac arrangement as pre - <br />s.atted on the plat. A21 members voted for the motion and a9zood to hold <br />a .ipoclal meeting at 5 :15 1lnday, April 11, 1977 to reconsider the plat. <br />B iniss Killingamrth, Director of Public Norks, presented a preliminary <br />r sport to the Cond- cession on drainage problem, which they had requested <br />1 iformation on. He explained the primary problems asswlated With the <br />handling of storm waters stating the problem could only be solved by <br />Lap-roving channel design fxamt the outer .limits of the drainage areas back <br />Into the City. <br />re outlined a program which could be acooWl.ished in phases, each phase <br />improving the flow of grater in such a way as to reduce the hazard of flood. <br />Due to the expense involved and the necessity for easements across private <br />property, hs felt the prograrrr would have to be done in small .increments and <br />according to a plan which could be accomplished over a partod of time. <br />The Coxwisslon expressed their appreciation for Mr. JUllingsworth's efforts <br />concerning drainage and zwoo mended that the City Council provide for <br />solution of these px0blew in their long range planning. <br />the last .item on the agenda was the election of a chairman and vice - chairmen <br />to serve for a one year term ending in April, 1978. Mr. set" nominated <br />Herschel McKinney and Dr. J1m Xiles for the offices of chairman and vice - <br />chairman respe,- tively.
