<br />MINUTES OF PLANNING AND ZONING COMMISSION 
<br />December 4, 1973 
<br />The Planning and Zoning Commission met at 7:00 o'clock P. M., 
<br />on Tuesday, December 4, 1973, in the Council Room, City Hall, Paris, 
<br />Texas, and the following members were present: 
<br />1. Roy H. Anderson, Chairman 
<br />2. Clark Estes, Jr., Nice Chairman 
<br />3. Herschel R. McKinney 
<br />4, Homer Thornton 
<br />S. Al Cathcart 
<br />6. R. 8, Staples, Jr. 
<br />The Chairman, Roy H. Anderson, called the meeting to order 
<br />and took as the first item of business the petition of Rachel Faber, to 
<br />change from a Commercial District (C) to a Planned Development 
<br />District (PD), Combination h, Lot 4, City Block 228, the public hearing 
<br />having been continued from November 6, 1973. the Secretary, T. K. 
<br />Haynes, explained the use to be made of the property and stated that 
<br />petitioner was agreeable to granting a right of way of 15 feet across 
<br />the East end of the property for the construction of lot Street, N. E. 
<br />Leon Roberts appeared on behalf of Petitioner for the purpose of 
<br />answering questions. No opposition appeared. After discussion, the 
<br />motion was made by Al Cathcart, with second by Herschel R. McKinney, 
<br />that the Commission recommend to the City Council that the requested 
<br />zoning be granted. The motion passed unanimously. 
<br />The petition of Coleman Graves, to change from a General 
<br />Retail District (GR), Fire Limits to a General Retail District (Gil), 
<br />Fire Limits and General Retail District (GR), Specific Use, 
<br />Commercial Amusements, Indoor, Fire Limits, Lots 22 and 22A, City 
<br />Block 75, was taken as the next item of business, and the public hear- 
<br />ing was opened, The Secretary, T. K. Haynes, explained the proposed 
<br />use of the property. Robert Mickens appeared on behalf of the 
<br />Petitioner and was available to answer questions. Earl Blow and wife 
<br />appeared and asked questions. No opposition appeared. After dis- 
<br />cussion, the motion was made by Homer Thornton, with second by 
<br />R. B, Staples, Jr. , that the Commission recommend to the City 
<br />Council that the requested zoning be granted. The motion passed 
<br />unanimously. . 
<br />Next, the City Attorney, T. K. Haynes, gave a report concern- 
<br />ing the treatment of the Fire Limits. After discussion, the motion 
<br />was made by Herschel R. McKinney, with second by Al Cathcart, that 
<br />the Commission recommend to the City Council that the area of the 
<br />Fire Limits be reduced but not necesowily to the downtown area. 
<br />The motion passed by a vote of 5 for, 1 against.
