c <br />MINUTES OF PLANNING AND ZONING COMMISSION <br />August 5, 1974 <br />The Planning and Zoning Commission met at 7:00 o'clock P. M. <br />on Monday, August Sy 1974, in the Council Room, City Hall, Paris, <br />Texas, and the following members were present: <br />I. Roy H. Anderson, Chairman <br />2. Clark Estes, Jr. , Vice Chairman <br />3. Raymond T. Fuller <br />4. Homer Thornton <br />S. R. B. Staples, Jr. <br />b. Herschel R. McKinney <br />7. Spencer Abbett <br />8. Al Cathcart <br />The Chairman, Roy H. Anderson, called the meeting to order and <br />took as the first item of business the petition of Billy Roy Brown, to <br />change from a Commercial District (C) to a Light industrial District <br />(LI) and Specific Use Permit, Animal Slaughtering Plant (29), Lot 24, <br />City Block 281, being No. 1150 Clement Road, and the public hearing <br />was opened. A. W. Clem, IV appeared on behalf of the petitioner and <br />explained the proposed use of the property. The petitioner answered <br />specific questions concerning the operation. Frances Bell and Glenn <br />Bell appeared in opposition and suggested the investigation of a similar <br />plant at Cooper, Texas. After discussion, the motion was made by <br />Spencer Abbett, with second by R. B. Staples, Jr. , that the requested <br />zoning be recommended. The motion passed by a vote of b for, 2 <br />against. <br />The petition of Donald Blackburn, to change from a One - Family <br />Dwelling District N& 2 (SF -2) toi� a General Retail District (GR) and <br />Specific Use Permit, Auto Laundry,(3)y Lot 8, City Block 237A., being <br />at the North West Cdrner of the intersection of West Walker Street <br />and 19th Street, N. W., was taken as the neat item of business, and <br />the public hearing was opened. T. K. Haynes questioned the peti- <br />tioner about the proposed use and the current use being made of the <br />property and he stated that the current non - conforming use of more <br />than twelve years is that of a coin operated laundry, which he proposed <br />to continue, and wished to construct two car gash stalls to the West of <br />the existing building. The following appeared in opposition: W. G. <br />Prunty, John Smallwood, Mrs. Jim Brown and Ailene Steele. After dis- <br />cussion, the motion was made by Homer Thornton, with second by <br />Al Cathcart, that the Commission recommend to the City Council that <br />the requested zoning not be granted. The motion passed by a vote of <br />7 for, 1 against. <br />
