MINUTES OF PLANNING ING ANaD,. ZON17NG COMMISSION <br />November 6, 1973 <br />The Planning and Zoning, Commission met at 7:00 o'clock P. M. , <br />on Nwrember 6, 1973, in the Council Room, City Hall, Paris, Texas, <br />and the following members were present: <br />1. Roy H. Anderson, Chairman <br />2. Clark Estes, Jr., Vice - Chairman <br />3. Al Cathcart <br />4. Spencer Abbett <br />S. R. B. Staples, Jr. <br />The Chairman called the meeting to order and announced that a <br />special meeting would be called prior to the nest regular meeting of <br />the Planning and Zoning Commission for the purpose of final <br />recommendations concerning the City's extraterritorial jurisdiction <br />policy and the fire limits of the City of Faris. <br />The petition of James W. Farris, to change from a General <br />Retail. District (GF ), Limited to the Specific Use of Tropical Fish <br />Retail Sales, Fire Lirmtts, to a Planned Development District (Pik), <br />Housing Development, Lot 1, City Block 102, was taken as the first <br />Item of business, and the public hearing was opened. J,. mes W. Farris <br />appeaTed and requested that his application for zoning be ended so <br />that his request would be for a Planned Development .District (PD), <br />Community Unit Development. The City Attorney stated that such <br />amendment would be in order without requiring additional notice. <br />Mr. Farris spoke infavor of his request, stating that he was going <br />to construct fourteen two - bedroom apartments, which would tent at a <br />rate of - approximately $165.00 and that in the event zoning was granted <br />he hoped to start construction within the next sixty days. The City' <br />Attorney, T K. Haynes, presented the Director of Public Works' <br />memorandum, dated November 6, 1973, stating that the plat presented <br />complied with the requirements of Ordinance No. 1710, which memo <br />is attached hereto as Exhibit A. After discussion, the motion was <br />made by Spencer Abbett, with second by Al Cathcart, that the <br />Commission recommend to the City Council that the requested zoning <br />be granted. The motion pLssed unanimously. <br />The amended -petition of Kay Brown and D. Wayne Brawn, to <br />change two tracts from an Agricultural District (A) to a One - Family <br />Dwelling District No. 2 (SF -2) and to a Neighborhood Service <br />District (CIS), which tracts are adjacent to the East Side of Loop 286 <br />East, being the North portion of Lot 5, City Block 3.13, was taken as <br />the next item of business, and the public hearing was opened.
