The next item of business was a Public Hearing to consider the petition of <br />Mr. Mike D. Lee for a change in zoning from a Planned Development-Multi- <br />Family District (PD -b) and a Neighborhood Service District (MS) to a Planned <br />Development -- Shopping Center District (PD -a) on Lot 2, City Block 299, located <br />on the south side of Clarksville Street approximately 300 feet east of <br />Johnson Woods Drive. <br />Mr. Lee stated this was the property ter. Pass had originally proposed to <br />develop. He presented his Site Plan which called for construction of a <br />Shopping Center. A kcal -Mart discount store would be the principal tenant <br />and had signed a lease for construction. A major super market chain had <br />verbally agreed to build in the center also. <br />Mr. Lee stated the development was proposed to be done in two phases. The <br />site is heavily wooded and he proposed to leave all trees along the east <br />and hest property lines, some along Clarksville Street and depending on <br />the amount of grading required would try to preserve some of the trees <br />within the parking area. <br />There was no one present in opposition to the proposal. <br />Joe McCollum advised the Comission that, as was the case on the John Pass <br />zoning, Mr-. Lee's site plan was complete except for indicating drainage <br />and utilities. Staff suggests recommending approval pending receipt of a <br />completed Site Plan as required and continuing the Public Hearing until <br />the November 3, 1975 meeting. <br />Following discussion, Mr. Abbett made a motion to recommend approval of the <br />zoning pending completion of the Site Plan giving special attention to <br />preserving as many trees as possible along Clarksville Street and to <br />continue the Public Hearing. Mr. Lynch seconded the motion which carried <br />unanimously. <br />The next item was a Public Hearing to consider the petition of Mr. Lonnie <br />Kennemer for a change in zoning from a One - Family Dwelling district No. 2 <br />(SF -2) to a General Retail District (GR) on Lots 6, 7, 0 and 9, Block 1, <br />Wtyes Heights Addition, located on the north side of Lamar Avenue west of <br />31st M.E. <br />Mr. Kennemer presented an Elevation Sketch of a Shopping and Office Village <br />which he said would be built if the zoning were approved. He felt the <br />building would fit in with the present land use in the area and would not <br />be a detriment. He stated that no new building permits for one family <br />residences had been issued on Lamar Avenue since 1965 and that residential <br />development of the property was not practical. <br />A petition signed by 18 area property owners stating no objection to the <br />zoning was filed with the Commission. <br />Mr. Tom Wells, attorney, stated he represented 26 area property owners who <br />objected to the proposed zoning change. He outlined their objections stat- <br />ing the proposal could add to the drainage problem in the area, devalue <br />their homes and would in his opinion be spot zoning ". <br />A petition signed by 23 area residents .apposing the zoning was filed with <br />the Commission, <br />
