MINUTES <br />PLANNING AND ZONING COMMISSION <br />CITY OF PARIS, TEXAS <br />OCTOBER 13, 1975 <br />The Punning and Zoning Commission met at 5:00 P.M., Monday, October 13, 1975, <br />in the Council Room, City Hall, Paris, Texas with the following members present: <br />1. Clark Estes, Jr. - Chairman <br />2. Spencer Abbett <br />3. Raymond Fuller <br />4. dames Lynch <br />5. Herschel McKinney <br />6. Dr. Jim Miles <br />7. R. B. Staples, Jr. <br />8. Homer Thornton <br />9. Mrs. Yictorine Young <br />Chairman Estes called the meeting to order and the Minutes of September 2, 1975 <br />were approved as written. <br />The first item of business was a Public Hearing to consider the petition of <br />Mr. John Pass for a change in zoning from a One- Family Dwelling District No. 2 <br />(SF -2) to a Planned Development - Multi- Family District (PD -b) on Lot 27, City <br />Block 249, located on the north side of Clarksville Street approximately 1000 <br />feet east of Johnson Woods Drive. <br />J. T. Pass presented his Site Plan for development of the property and gave <br />the background for shifting the apartment project to this site instead of one <br />approved several months earlier across the street. <br />tie stated that 112 units were proposed and that 85 -90% of the existing trees <br />on the site would be preserved. In addition he stated he had talked with <br />the adjacent property owner on the east, Mrs. Austin Hefflefinger, and had <br />agreed to construct a 5 -6 foot high cedar fence between their properties. <br />He further stated that a natural tree barrier exists along the north and west <br />property lines and he had no plans to fence them unless it was absolutely <br />necessary. <br />There was no one present opposing the zoning change. <br />Joe McCollum, Director of Community Development, advised the Commission <br />that the required Site Plan for Planned Development Zoning on this tract <br />was complete except for indicating drainage and utilities. He said the Staff <br />suggested recommending .approval of the zoning pending receipt of a completed <br />Site Plan showing drainage and utilities and continuing the Public Nearing <br />until the November 3, 1975 meeting. <br />Mr. Thornton made a motion to recommend approval of the zoning pending com- <br />pletion of the Site Plan and to continue the Public Hearing. Mr. McKinney <br />seconded the motion which carried unanimously. <br />
