i <br />MINUTES OF PLANNING AND ZONING COMMISSION <br />October 2, 1973 <br />The Planning and Zoning Commission met at 7:00 o'clock P. M. , on <br />October 2, 1973, in the Council Room, City Hall, Paris, Texas, and the <br />following members were present, <br />1. Herschel R. McKinney, Acting Chairman <br />2. Homer Thornton <br />3. Raymond T. Fuller <br />4. Al Cathcart <br />5. Spencer Abbett <br />6. R. B. Staples, Jr. <br />The Acting Chairman, Henschel R. McKinney, called the meeting to <br />order and took as the first item of business the -petition of James W. <br />Farris, to change from a General Retail District (GR), Limited to the <br />Specific Use of Tropical Fish Retail Sales, Fire Limits, to a Planned <br />Development District (PD), Housing. Development, Lot 1, City Block 102, <br />and the public hearing was opened. The City Attorney, T. K. Haynes, <br />explained the proposed use, stated that the petitioner had requested that <br />the matter be continued to the next regular meeting of the Planning and <br />Zoning Commission on November 6, 1973, and stated that there was one <br />person that wished to appear this time. Johnny Siml)son, owr3 er of <br />apartments at 13th and Lamar, being Lot 4, City Block 102, . stated he was <br />o ?posed to the requested zoning because of the possibitty of degrading of <br />the neighborhood. The motion was made by Homer Thornton, with second <br />by Al Cathcart, that the hearing be continued to November 6, 1973. The <br />motion passed unanimously. <br />Next, the Director of Community Development, reported .concerning <br />Boswell's Bait Shop, being Lots 3, and; .4, Block 9, Westside . Addition, and <br />stated that the property was in .the process of being transferred to a new <br />owner. <br />The Final Plat of Town North Estates Part 1, owned by H. T. Hyde, <br />was presented to the Commission, with the Director of Public Works' <br />recommendation that the same be approved ° After discussion, the motion <br />was made by Homer Thornton, with second by Raymond T Fuller, tha t <br />said plat be approved. The motion passed unanimously. <br />The Final Plat of Wright Commercial Addition, owned by Don Bellal, <br />David Buster and Cy Wright, was presented to the Commission by the <br />S--zretary, T. K. Haynes, with the Director of Public Works' recommenda'- <br />tions. After discussion, the motion was made by Spencer Abbett, with <br />second by R. B. Staples, Jr.,, that said plat be approved, skibject to the <br />
