Robert Todd, representing the Culpepper request, presented the amended Site Plan, <br />pointing out the changes to the proposal as follows: <br />1. Addition of a boulevard type drive from Loop 286 <br />2. Provision for an `Exit Only" drive to Loop 286 <br />3. Provision for drainage along the east and south boundary lines <br />4© Enlargement to 45 feet of truck access drive to Lamar Avenue <br />5. Changing of the Shopping Center name to Mirabeau Square, <br />R. B. Staples, Dr. C. E. Gilmore and Norman Davis each spoke voicing their concern <br />that their properties south of the shopping center would be subjected to increased <br />water run off and possible flooding because of this development. They were not <br />opposed to the shopping center, but were seeking assurance that their properties <br />would riot be flooded. <br />Don McLaughlins attorney., stated that Mr. Culpepper was providing for drainage <br />coming into and through his property, which was his responsibility. He stated the <br />amended Site Plan was an improvement., drainage wise, to the one previously approved. <br />Mr. Estes suggested that the matter before the Commission was whether or not to <br />approve an amended Site Plan. Drainage below the shopping center was another <br />matter which the Commission could not provide answers for at this time. He then <br />callers for a motion. <br />Mr. Abbett moved to recommend approval of the amended Site Plan subject to approval <br />by the Director of Public Works of detailed drainage and utility plans. <br />Mr. McKinney seconded the motion and all voted aye. <br />Mr. Thornton at this tithe, made a. motion that the Commission be furnished maps <br />showing possible flood plaints along this drainage way from Lamar Avenue south to <br />Loop 286 S.E. and be advised if the drainage structures along this creek were <br />sufficient to carry the seater. <br />Dr. Files seconded the motion and all voted aye. <br />Dr. Miles then requested that the discussion of drainage be placed on the next <br />agenda 4nd that the Director of Public Works and the City Manager be present for <br />the meeting. <br />The next item was a Public Hearing to consider abandonment of a 15 foot alley that <br />runs west from 17th S.W. to 18th S.W. between Bonham Street and Kaufman Street. <br />Joe McCollum advised the Commission that the City's Alley Comanittee composed of <br />representatives of private and public utilities had reviewed the petition to close <br />the alley. The petition had been signed by all abutting property owners and the <br />Committee recommended closing the alley. <br />There was no one in attendance to speak on the matter and following discussion, <br />Mr. McKinrey moved to close the alley based on the Alley Comnittee recommendation. <br />Mr. Abbett seconded the motion which carried unanimously. <br />
