The next item was a Public Hearing to consider the petition of Mary Geneva Reed for <br />a change in zoning from a One Family Dwelling District No. 3 (SF -3) to a Neighbor- <br />hood Service District (NS) on Lots 8, 9, 10 and 11, Flock 1, Looke Addition located <br />on the southwest corner of 13th N.W. and Henderson Street. <br />Mrs. Reed was present and stated the zoning was needed in order to operate a <br />Beauty Shop in an existing building located at 1233 13th N.W. <br />Mr. S. J. Newsome, an adjacent land owner, voiced his approval of the change. <br />Off street parking for the beauty shop was discussed and the Commission was advised <br />that 1 space izor each 200 square feet of building area was required. <br />No one was present in opposition to the proposal. <br />Mr. Staples moved the petition be recommended for approval. Mr. Fuller seconded <br />the motion which carried unanimously. <br />Next on the agenda was a Public Hearing to consider uhe petition of Silly doe King <br />for a Specific Use Permit -Day Nursery (25) in a One Family Dwelling District No. 2 <br />(SF-2) on Lois 6 and 7, Block B. Westview Addition located at 1731 Graham Street. <br />Mr. King was present and stated the Permit was needed in order to operate a Day <br />Nursery for children between the ages of 2 and 6. In answer to questions by the <br />Commission, Vitro King advised that they would seek a State License to keep 15 -20 <br />children, operate between the hours of 6:30 a.m. and 5:30 p.m. and have 2 full time <br />people as well as part -time people to operate the nursery. <br />He further advised that it was not their intentions to live in the house and that <br />they held an option to buy subject to obtaining the Specific Use Permit. <br />There was no one else present speaking for or against the proposal. <br />Discussion centered on the duration of the permit and Joe McCollum, Director of <br />=omp,uni ty Development, advised that unless restrictions were placed /iwn *�t�hQe permit, <br />t 4 k+ouItd app.,y to t is p op z'r y is t1l t W. �Y remalJed by the .sirarne procedure that <br />established it. <br />Dr. Miles rude a motion that the Specific Use Permit be approved, restricted for <br />the use of Silly Joe King and terminated should Mr. King discontinue the operation <br />Q s the Day Nursery. <br />Mr. Abbett seconded the motion which carried with all voting aye except Mr. McKinney <br />who voted no. <br />The next item was a Public Hearing "Co consider the petition of John C. Culpepper, <br />Jr. for approval of an amended Site Plan in a Planned Development Shopping Center <br />District (PD -a) on Lots 3 and 4, City Block 287, located on the southwest corner <br />of Lamar Avenue and Loop 286 S.E. <br />Mr. Staples stated that as he was an adjacent property owner in this matter, he <br />would like to be excused from his seat on the Commission and be involved in the <br />discussion as a property owner. The Commission excused Mr. Staples from voting <br />on this items. <br />
