MINUTES OF THE BOARD OF ADJUSTMENT <br />THURSDAY, DECEMBER 15, 1983 <br />The Board of Adjustment of the City of Paris met in a called meeting <br />Thursday, December 15, 1983 at 5:15 P.M. in the Council Room, City Hall, <br />Paris, Texas with the following members present: <br />1. F.D. Mallory, III - Chairman 4. Richard Nafe <br />2. Spencer Abbett 5. John Williams, Jr. <br />3. Dee Cunningham 6. Alex Woods <br />Also present was Joe McCollum, Director of Community Development. <br />Chairman Mallory opened the meeting and stated the only item for consideration <br />was an appeal of the Church of the Holy Cross for a variance to Section 10 -102 <br />(b) of the Zoning Ordinance. <br />Don Black spoke for the Church saying they were actually requesting a <br />temporary variance to the Code calling for off street parking to be provided <br />if additional structures were to be built on their property. Their plans and <br />financing for an education building were complete but funds for off street <br />parking had not been programmed. He said they would provide the parking at <br />a later date and wanted to use a product called grasscrete which provides <br />an all weather surface and would allow them to preserve most of the old trees <br />on the property. Several other church representatives were present and spoke <br />in support of the variance. <br />No one presented any testimony in opposition. <br />Chairman Mallory called for comments from Board Members and they were as <br />follows: <br />Mr. Williams said the ordinance requirements should be met and he feared a <br />precedent would be set if the parking were not provided. <br />Mr. Abbett stated the proposed building would be an asset to the City and <br />the existing parking situation could not change because of it. <br />Mr. Nafe voiced concern about granting the variance if the parking was never <br />to be provided. He noted that the trees should be protected. <br />Mr. Cunningham said the 11 spaces planned on 1st S.E. would help. <br />Mr. Woods noted that the project would not increase their parking needs <br />since the parking is based on seating capacity in the sanctuary. <br />Chairman Mallory stated the building would add beauty to the City and would <br />not change their present parking situation. <br />
