Budget Committee <br />August 7, 1999 <br />Page 11 <br />City Manager Malone explained that if you wanted to build a new police <br />station, you would not want it in the General Fund. Because this is <br />going to be a matter of issuance of debt. Mr. Wilson said, split the two, <br />but you can not make a decision without looking at the overall picture, <br />because if it is a new police department being built, you are still <br />obligating the general fund to pay that back. Mr. Wilson suggested <br />breaking this down to two list, one for a general want list, and one list <br />of the large capital expenditures that you can not take out of the <br />general operating fund. <br />City Manager Malone said probably, what Mr. Wilson has suggested, of <br />course, does fall in line with the plans that we have. City Manager <br />Malone said the budget that he is going to present is going to be the <br />general operating budget. It will be the usual capital items in there, <br />and it was his thoughts that the Committee would want to look at the <br />prioritized needs that were capital expenditures over all. He said that <br />would be in both funds, Water and Sewer and the General Fund. <br />Mr. Wilson said one of the things he would like to see is the City <br />address and start a systematic program of replacing the water lines in <br />an older section of the City. <br />City Manager Malone stated the City has been replacing lines. That this <br />administration has replaced more water and wastewater lines than any <br />previous administration ever. City Manager Malone advised that what <br />has really hampered the City is the requirements of the EPA by <br />requiring the water and wastewater plant to be completely revamped. <br />City Manager Malone told the Committee that there are new rules and <br />regulations coming out that are going to affect the City, so, instead of <br />allowing the City to budget money where it is really needed. The City <br />is having to clean up the environment to make the EPA look good and <br />satisfy them to avoid paying unnecessary fines <br />Mr. Wilson said the City is providing the citizens that have been paying <br />taxes, and their water bills, and they are getting dirty water and limited <br />fire protection, and he felt that should be our number one priority. <br />
