Department 21 <br />Finance - Accounting and Auditing - page'w <br />The Finance Director is the administrative officer of this department. Employees of this <br />department are responsible for the overall fiscal activities and daily financial operations <br />of City government. This involves maintenance of the accounting records including the <br />general ledger, accounts receivable, accounts payable, payroll, budgetary control, and <br />utility billing. Personnel also are responsible for internal audits, financial reporting, and <br />coordinating the development and maintenance of the City's computer resources. All <br />personnel functions are performed within this department. <br />Department 41 <br />Engineering page <br />Personnel of the Engineering Department, directed by the City Engineer, design <br />routine public work improvement projects, coordinate the work of consulting engineers <br />under contract with the City, perform design work on special public work improvement <br />projects such as water and wastewater bond projects, and inspect public works <br />improvement projects. Other responsibilities include the administration and <br />enforcement of the City's zoning ordinance, building, electrical, and plumbing codes, <br />and the review of all land development projects as well as providing staff assistance to <br />other City departments as requested in the development of various construction type <br />projects. The City Engineer and his staff advise the Planning and Zoning Commission, <br />the Building Commission, the City Council and various other boards such as the Paris <br />Economic Development Corporation Board. Activities include surveying, computer <br />aided design and drafting, plan and specification preparation, construction staking, <br />construction inspection, and administration of construction projects. The Engineering <br />Department maintains the Master Plan, the Traffic Map, the Planning and Zoning Map, <br />and the as -built drawings of the various utilities of the City. <br />Department 43 <br />Parks and Recreation - page _138 <br />The Parks and Recreation Director / Main Street Director is the administrative officer for <br />this department. Personnel of this department are responsible for the planning, <br />construction, programming, maintenance and administration of all parks, open spaces, <br />leisure facilities and leisure services. Recreational programs for all ages are planned, <br />promoted, and coordinated at City parks, Paris Independent School District facilities, <br />and the Paris Aquatic Center. The Main Street Program strives to improve the <br />attractiveness of the downtown area and attempts to expand community involvement in <br />downtown revitalization. <br />
