Department 11 <br />\ City Council g t <br />The City Council is the legislative body of the City. As the elected representatives of <br />the citizens of Paris, the City Council provides policy direction to the city government <br />and appoints the City Manager, the City Attorney, and the Municipal Judge. The City <br />Council annually elects one of its members to serve as Mayor and one of its members <br />to serve as Mayor Pro Tem. As the governing body of the City, it is the City Council's <br />responsibility to represent the best interests of all citizens in Paris, Texas, in enacting <br />local legislation, in determining City policies and plans, and in adopting the City's <br />budget. <br />Department 12 <br />City Manager pgea <br />The City Manager is the chief executive officer and the head of the administrative <br />branch of the city government. He is responsible to the City Council for directing the <br />overall affairs of the City, managing the organization and developing programs to <br />implement the City Council's policies and priorities. <br />Department 13 <br />City Attorney -page 6 <br />The City Attorney serves as the legal advisor of, and attorney for, the City Council, the <br />City of Paris, the City Manager, and all offices, departments, divisions, agencies, <br />boards, and commissions of the City. The City Attorney and the personnel of this <br />department provide legal advice, prepare ordinances, resolutions, contracts, and all <br />other legal instruments. The City Attorney or his assistant serves as prosecutor in the <br />Municipal Court. <br />Department 15 <br />City Clerk - page74 <br />The City Clerk is the administrative officer of the City Clerk Department and is <br />responsible for the processing, maintenance, protection, retrieval, retention, <br />preservation, and disposition of all public records in accordance with the City Charter <br />and all statutory requirements. The City Clerk keeps accurate minutes of all City <br />Council proceedings including subcommittees of the Council; assembles and maintains <br />all Resolutions, Ordinances, City Codes, and other official City records, papers, and <br />files or notices of the City required under the City Charter and /or State Law; serves as <br />custodian of the Corporate Seal; serves as the City's Records Management Officer; <br />serves as the election administrator for and conducts all City elections; prepares, posts, <br />and advertises notice of official meetings and legal notices as required by City Charter <br />and /or State Law; and, as City Registrar, maintains birth and death records of the City. <br />
