Budget Committee Meeting
August 24, 1999
Page 5
Police Chief in Greenville makes more than the Chief of Police in Paris,
Texas.
Mr. Wilson said he did a survey today. He called Sherman, Denison,
and Greenville, but he did not get the fire and policemen's salaries, he
only got the departments heads, a sanitation worker, and clerks. Mr.
Wilson said when you look at the City, you are losing people in the
Police Department, we are training them and they are going to other
places for higher salaries. Mr. Wilson felt their salaries needs to be
looked at, but to give across the board pay raises to everybody, he did
not feel that is the way to approach the problem. Mr. Wilson felt that
you should target where you are going to lose employees. Mr. Wilson
said on the City Manager's, he explained that what he has done,
because some vehicles are provided in the salary, and some are car
allowances, he put it in, like City Manager Malone has a car allowance,
where another City Manager would be provided a car and gasoline, so
he placed the $6,000.00 car allowance in the City Manager's salary.
City Manager Malone's salary with a 5% increase would be $95,000.00,
Sherman's is $88,000.00, and Denison's is $88,000.00, and
Greenville's is $92,000.00.
City Manager Malone responded that he was at a step four and if the
City Council reclassified him, he would be making that, but he does not
make that in salary. Mr. Anderson advised that they budget for any
potential step increases that might be allowed. City Manager Malone
said the City Manager, the City Attorney, and the City Judge's pay is set
by the City Council and in order for him to receive the fifth step, the City
Council would have to give it to him, but on the other employees, that
decision is made in accordance with the department heads and the
City Manager. City Manager Malone explained that the City of Paris
operates a utility system, and there are various officers of the City of
Paris that take a large roll in operating that system, which is equal to
a town that is much larger than Paris.
Chairman Pfiester asked Mr. Anderson if he could get the actual salary
for every department head and give that to Mr. Wilson.
