Budget Committee Meeting <br />August 24, 1999 <br />Page 6 <br />Mr. Wilson wanted to know if all of the department head's salaries, <br />have the maximum step like the City Manager's, or is that their salary <br />that is in the budget. City Manager Malone advised that they might <br />have the next step included, in the event that they were given that step. <br />The next department for consideration was the City Manager's budget. <br />City Manager Malone went over his budget pointing out each line item. <br />City Manager Malone pointed out the Machinery, Tools, and Equipment <br />he has budgeted $3,000.00 which should cover the cost of a new PC, <br />and $1,000.00 for a two -way radio. There was no question regarding <br />this budget. <br />The City Attorney's budget was considered next. Discussion was had <br />regarding the salary for the City Attorney. <br />Mr. Wilson said the point that he was trying to make previously is that <br />when you start comparing what else is being paid, and he call around <br />to local businesses, banks, savings and loans, CPA offices and asked <br />them how much is your sanitation workers making, and he felt that is <br />a better comparison than to pay 5% more across the board. Mr. Wilson <br />said he felt that the people are making a decent wage, and with a city <br />you have a certain budget, now if you want to pay more, then go figure <br />out how to do it. Mr. Wilson said you can cut personnel and he is <br />convinced of that. <br />Chairman Pfiester said the salaries of the Police Department started <br />this discussion, and he has talked to a lot of business people in this <br />city, and here is the question, you have one group and you have a major <br />problem. Chairman Pfiester said here is what we are going to do, we <br />are only going to give certain employees a 2.5% increase in salary, but <br />since we can not keep the policemen, we are going to give them a <br />larger increase. Chairman Pfiester said what is going to happen, is you <br />are going to have a bad attitudes and low morale. <br />Mr. Wilson asked if it is realistic to have, through these raises and step <br />increases, there are people in the budget making more than the <br />patrolmen that is working in the maintenance barn, and secretaries <br />
