Budget Committee Meeting <br />August 24, 1999 <br />Page 7 <br />that are making more than your patrolmen, and you are going to give <br />them five more percent. Mr. Wilson agreed that the city needs a wage <br />study. City Manager Malone said all these departments heads that we <br />are talking about holding back, he submitted that they are taking on <br />and doing more and doing a better job than any others, and we get <br />more bang for the buck. They bring in more grant money than anyone <br />ever thought about. We have paved the streets and fixed more water <br />and sewer lines than there has ever been in the history of the city. <br />Mr. Haynes pointed out that the City of Plano, the City of Richardson, <br />and the City of Allen have the same problem that the City of Paris does. <br />Mr. Haynes said when he first started doing the Civil Service testing 13 <br />years ago, we had 150 people coming and taking the police test. Mr. <br />Haynes said he is now giving the police test about every three months <br />and there was 25 people that took the test last time, and said the test <br />that is being given now compared to the test given back then, is not as <br />difficult. Mr. Haynes said everyone has the same problem with the <br />Police Department as the City of Paris. Mr. Haynes advised that Dallas <br />and Ft. Worth are paying $15,000.00 more a year for a policeman <br />starting out than we pay. Mr. Haynes said the City of Paris pays <br />$5,000.00 more than Sulphur Springs or Mt. Pleasant pays, but when <br />you start looking and we are going to attract someone from Greenville <br />or Sherman, you probably will not because they are not that far off. Mr. <br />Haynes said they were not just losing patrolmen. The city of Paris lost <br />a Corporal and a Sergeant. Discussion was had on the comparison of <br />the salaries of the Police Chief with Sherman, Denison and Greenville <br />with that of the City of Paris. <br />City Manager Malone pointed out that the City of Paris is serving more <br />than our population. We are sending water all over Lamar County and <br />down into Red River County. We have more people in Paris, Texas on <br />a daily basis than we did even three years ago. City Manager Malone <br />said you can go out and look at the traffic. We have more calls for <br />service, we are hauling more trash, picking up more brush, hauling <br />more people, providing more service, providing more Library service <br />to residents of the county. We have more Parks and Recreation, any <br />function that you want to look at, we are doing better, we are more <br />
