MINUTES OF THE BUDGET COMMITTEE MEETING AUGUST 25, 1999 The Budget Committee met in special session, Wednesday, August 25, 1999 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. Michael J. Pfiester, Chairman, called the meeting to order with the following members present: Councilman Gene McWaters, Jr., Councilman Kevin Gray, Donald G. Wilson, Vincent Battle, and James Baker. Also present was City Manager Michael E. Malone, Director of Finance Gene Anderson, and City Clerk Mattie Cunningham. Chairman Pfiester called for discussion of the City Manager's proposed 1999 -2000 budget for the City of Paris. City Manager Malone announced that the first department for discussion was the Municipal Court and Judge Hunt would present that budget. Judge Hunt said that his department was one of the smallest departments in the City but it is cost effective. Judge Hunt said the primary cost that he has is personnel, the Chief Clerk, three Deputy Clerks, and himself. The Judge said the expenses are fairly straight forward, that there is not much room to change those. There is $2,600.00 for Office Supplies, $5,000.00 for postage. The Mechanical is the Municipal Court's share of the copy machine at the Police Department, other supplies are going to be the computer forms. Communication is basically the same, but they hope to get the Internet so they can communicate with state offices including the Municipal Court training center and do training through it. Judge Hunt said under traveling expense the main expense will be for each of the clerks who are required to go to a seminar each year for a certification program, and he is required by state law to have continuing legal education. Association includes the Municipal Court Associations, the Court Clerk's Association, and the National Court Clerk's Association. Training, they break it down in traveling expenses, food, miles and lodging and the tuition fees. The services for Municipal Judge is he works under a contract with the City. He is appointed every two years. Building and grounds will be used for painting in the court room. The electronic data processing account they use for computer equipment
