MINUTES OF THE BUDGET COMMITTEE MEETING <br />AUGUST 25, 1999 <br />The Budget Committee met in special session, Wednesday, August 25, <br />1999 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. <br />Michael J. Pfiester, Chairman, called the meeting to order with the <br />following members present: Councilman Gene McWaters, Jr., <br />Councilman Kevin Gray, Donald G. Wilson, Vincent Battle, and James <br />Baker. Also present was City Manager Michael E. Malone, Director of <br />Finance Gene Anderson, and City Clerk Mattie Cunningham. <br />Chairman Pfiester called for discussion of the City Manager's proposed <br />1999 -2000 budget for the City of Paris. <br />City Manager Malone announced that the first department for <br />discussion was the Municipal Court and Judge Hunt would present that <br />budget. <br />Judge Hunt said that his department was one of the smallest <br />departments in the City but it is cost effective. Judge Hunt said the <br />primary cost that he has is personnel, the Chief Clerk, three Deputy <br />Clerks, and himself. The Judge said the expenses are fairly straight <br />forward, that there is not much room to change those. There is <br />$2,600.00 for Office Supplies, $5,000.00 for postage. The Mechanical <br />is the Municipal Court's share of the copy machine at the Police <br />Department, other supplies are going to be the computer forms. <br />Communication is basically the same, but they hope to get the Internet <br />so they can communicate with state offices including the Municipal <br />Court training center and do training through it. Judge Hunt said under <br />traveling expense the main expense will be for each of the clerks who <br />are required to go to a seminar each year for a certification program, <br />and he is required by state law to have continuing legal education. <br />Association includes the Municipal Court Associations, the Court <br />Clerk's Association, and the National Court Clerk's Association. <br />Training, they break it down in traveling expenses, food, miles and <br />lodging and the tuition fees. The services for Municipal Judge is he <br />works under a contract with the City. He is appointed every two years. <br />Building and grounds will be used for painting in the court room.
