Budget Committee Minutes <br />August 25, 1999 <br />Page 2 <br />and software to run all their programs and reports that go to the state. <br />Judge Hunt said the only Capital Outlay that he has requested is <br />$3,000.00 for a computer for his office. Judge Hunt said there is anew <br />fund that is going to be a computer fund dedicated with the $4.00 court <br />cost that they collect starting September 1 St, so, they are asking that <br />they purchase a computer for his office. Judge Hunt said their <br />collections are about $45,000.00 a month and approximately 20% of <br />that goes to the state. They handle something over 5,000 cases a year, <br />and he would anticipate that if the personnel is there to work ordinance <br />cases, there will be many more cases filed in the court. The Judge also <br />said he anticipated an increase in cases filed as a result of the City <br />having police officers on more school campuses than in the past with <br />having North Lamar and Chisum in the City. Some of his concerns in <br />the Municipal Court are small areas for the clerk and the jury <br />room /conference room, which is shared with the Police Department it <br />is full of records that they are trying to find a place to put the records, <br />as the Assistant City Attorney also uses that as her office, so they are <br />in a crowded situation. Judge Hunt said the second thing they have is <br />the court room which is right in the middle of the police station, and <br />that give some pause to the people that comes before him when you <br />have policemen surrounding them on every wall of the court room, as <br />to whether they are getting a fair shake. Judge Hunt said he has asked <br />that all of his clerks be state certified and court clerks through the <br />Texas Court Clerk Association, and they have to have basically three <br />hours of education training seminars and pass the exam. Judge Hunt <br />said there is talk about a 5% increase across the board, and where <br />there is certification there is additional perks given to the employees <br />for getting their certification, and he would like for that to be looked at, <br />if not now, in the future. Judge Hunt said that three things they have in <br />the department besides the revenue from fines, the computer fund <br />where there is a $4.00 fee starting in September 1St that will be <br />collected on each conviction. There is a security fund, which the law <br />provides a $3.00 fee per conviction for security measures, and this is <br />a restrictive fund and you can only use it for specific items, and there <br />is about $34,000.00 in that account and we have been holding off on <br />that until we see what is going to happen regarding a different building. <br />There is also an additional fund.
