Budget Committee Minutes <br />August 25, 1999 <br />Page 3 <br />or restitution more than 30 days after the conviction, there is a fee of <br />$25.00 that has to be collected one -half goes to Austin and the other <br />half is retained by the City, 10% of that $25.00 goes into a dedicated <br />fund call Judicial Efficiency Fund. He felt this could be used for the <br />certification pay at some point in time. <br />Mr. Baker wanted to know what the stability pay was. Mr. Anderson <br />explained that back in 1983 the City Council authorized in the <br />personnel policies for employees that have been employed more than <br />a year they could draw $3.00 a month for every month of employment <br />as an incentive for the longer term employees. <br />Terry Townsend, Director of Parks and Recreation, came forward <br />pointing out that his budget has dropped some from last year, and the <br />majority of that is going to end up as being capital projects. Mr. <br />Townsend pointed out that it appears that there is an increase in their <br />pool personnel, but what they are attempting to do is hire more of the <br />teenagers that come in and helps guard at the pool, and we try to work <br />them fewer hours because every year about this time, they want to stay <br />open until Labor Day and have a very hard time keeping guards <br />because most of them are going back to school, so, he is trying to hire <br />more guards and not overwork them, and hopefully he could hold on to <br />enough of them to keep the pool open. Mr. Townsend said the returning <br />guards earn $6.20 an hour and the new starters make $5.90 an hour. <br />Mr. Townsend said he has budgeted $25,000.00 for a pavilion at Lake <br />Crook. The $50,000.00 at Heritage Park is a grant project and we have <br />submitted a grant application for that project and he hopes to hear from <br />that in January or February whether or not it will be accepted. That was <br />part, again in last year's budget of the $50,000.00 that was placed in the <br />budget contingent upon the community raising an additional $50,000.00 <br />to provide the park, and that has been done as Dr. Hayden's donation <br />was the match, and we were able to use the value of the land as the <br />match for the Texas Parks and Wildlife Department to receive the grant <br />of about $112,000.00 if it is accepted. $16,000.00 has been placed in <br />the budget for playground equipment replacement. The chemical <br />feeder for the pool is an electronic feeder. Today we have a manual <br />system and we are constantly having to put chemicals in the feeds to <br />
