Mr. Anderson also advised <br />that another area that the City gets a lot of grants is the law <br />enforcement, and when we discuss the General Fund, they would be <br />talking about law enforcement grants because the police is in the <br />General Fund. Mr. Anderson said the City was allowed and can under <br />the rules that we are restricted by account for those grants in the <br />General Fund. What the Federal Government requires the City to do <br />most of the time is to have a separate bank account, but it can be in the <br />same fund. Mr. Anderson asked the Committee to go to the next page, <br />which are additional specialized funds. There is the Think Child Safety <br />Fund, which you are familiar with. Mr. Anderson explained that this <br />revenue is generated by promotional like activities and the funds <br />generated are used in that program. The next fund is the Criminal <br />Justice Grant Fund which was set up probably ten years ago when we <br />got our first Drug Task Force Grant. The City is required to account for <br />this in a separate account. Mr. Anderson said the next fund is the Paris <br />Economic Development Corporation, which is a separate entity, but it <br />is closely related to the City, and since they do not have any paid staff <br />of their own, other than they pay part of Gary Vest's salary and his <br />assistant's salary's; therefore, the City does all of the PEDC's <br />accounting work for them since it is sales tax. Mr. Anderson pointed <br />out the Capital Project Fund and explained that originally the City <br />thought they were going to be able to get a grant for $2,400,000.00 to <br />do infrastructure type things, but the City did not get the grant. Mr. <br />Anderson advised that the point he was trying to make is there is no <br />such thing as the City having one big melting pot of money, that you can <br />move every which way. These funds are restricted to its' purpose and <br />failure to do that can violate state and federal laws. <br />Mr. Anderson told the Committee that the City keeps the accounting <br />records for the Paris -Lamar County Health Department which is kind <br />of a quas- entity that was formed in partnership many years ago with <br />the County utilizing the old Health Department that was set up back in <br />the Camp Maxey days. Mr. Anderson further explained that the Health <br />Department historically had a problem with their money. They never <br />did do a good job of keeping track of it and neither the City nor the <br />County could keep their finger on it. Both the City and County <br />
