Budget Committee <br />August 7, 1999 <br />Page 4 <br />contributed money to this department for many years and they felt that <br />someone needed to take over their bookkeeping. After a time, the City <br />and County came to an agreement that the City would take it in and <br />manage it as a separate department so the finances could be <br />controlled. <br />City Manager Malone pointed out that the Health Department is a <br />separate entity and it is operated by a Board of Directors, and the City <br />does not have direct authority to manage it, but the City works in <br />conjunction with the Lamar County Commission's Court, and when we <br />do their budget, the City has a cooperative effort with Lamar County at <br />what the budget will be and what the contributions will be. City <br />Manager Malone said on the positive side of having the Paris -Lamar <br />County Health Department, beside the benefits to citizens when they <br />utilize those services, it also generates a lot of income from the state <br />in the form of grants that pay for those services, and in the last few <br />years there has been no contributions from the City or County. City <br />Manager Malone advised that the Health Department is at the point that <br />they have used up the cushion and they are going to be in a deficit <br />situation. The question is going to be what is the budget going to be, <br />are the services going to continue, and what contribution will the City <br />and County make to that operation. City Manager Malone said the <br />County Judge and some of the Commissioners are concerned about <br />the operation, and it is going to take some coordination between the <br />two entities to try to determine where its goes from here, but he also <br />said that the figures for their budget inflates the City of Paris's budget. <br />Mr. Anderson requested that the Committee go to the page for <br />Revenues and Resources - General Fund. Mr. Anderson went over <br />those items listed under General Taxes, which are Current Taxes, <br />Delinquent Taxes, Penalty & Interest, Attorney Fees, and Certificate of <br />Obligation Series 19931 & S. Mr. Anderson explained that the current <br />taxes are another way of saying our operating and maintenance taxes. <br />The O & M taxes are anything that we collect taxes for other than debt <br />service. The delinquent taxes are self - explanatory, taxes that we have <br />collected that have been assessed in prior years and collected in the <br />current year and the penalty and interest relates to those delinquent <br />
