Budget Committee Minutes
August 25, 1999
Page 8
this department operates with 29 employees and has approximately 120
pieces of equipment. He pointed out there were no major changes and
he is not asking for any additional personnel in this department. Mr.
Huddleston said the line item accounts down through supplies are
similar to last year. It is what we feel it will take to operate the Street
Department. Streets and alleys is one of the biggest items and it has
been reduced from last year, which we had $600,000.00 and this year
we have $400,000.00. The next major item is Machinery, Tools and
Equipment.
Mr. Wilson wanted to know on contract services, why it went from
$160,000.00 to $60,000.00. Mr. Huddleston explained that was a
reduction in the contractual funds where the City was able to hire day
labor and do concrete work ahead of the overlay type work, concrete
repairs. The reduction is going to reduce their work in that area.
Mr. Huddleston said the other line items would be the Machinery, Tools
and Equipment which are very close to what was spent in 1997 -1998 for
those accounts. Under motor vehicles, there is $18,000.00 for two used
dump trucks that will be purchased from the state. Mr. Huddleston
pointed out that the City has not purchased a new dump truck since he
has been in Public Works, and that is 18 years. Mr. Huddleston said a
new dump truck will cost about $55,000.00 with the bed, and the City
purchases these dump trucks from $7,500.00 to $8,000.00 each from
the state contract, and uses them about 4 to 56 years, then they are
sold for about one -half of the price they were purchased at, so they feel
they are saving the City money. Mr. Huddleston said there are other
types of equipment on this state contract. Under Capital Expenditures
there are two asphalt tanks at $18,000.00 and two trucks for $18,000.00
and under miscellaneous there are chain saws for $2,500.00.
Under the Traffic Department, Mr. Huddleston said there are three
personnel in this department and one supervisor at 50% with no
proposed changes. Mr. Huddleston said the line item accounts are
generally just straightforward projections. The only capital equipment
is one airless paint sprayer to be used to spray curbs. Mr. Huddleston
pointed that there is one large account and that is utility - electrica
