Budget Committee Meeting <br />August 26, 1999 <br />Page 2 <br />the Street Department, $200,000.00 in the Water Department, and <br />$150,000.00 in Sewer Maintenance for a total of $950,000.00 for the <br />maintenance of all the streets, overlays, curb and gutter, anad buying <br />base to repair the street from water and sewer lines in the street. Mr. <br />Huddleston said they did about 18 miles of seal coat program and the <br />asphalt and chip cover for this project is part of the cost. City Manager <br />Malone explained to Mr. Wilson that this is not shown as a revenue to the <br />General Fund. It is an expenditure in the Water and Sewer Fund. <br />Mr. Huddleston gave the Committee a handout regarding Alternate <br />Collection Method regarding the Sanitation Department, which covers <br />what is being proposed in the budget to alter their method of picking up <br />solid waste and processing brush in a more timely manner that is being <br />done at the present time. Mr. Huddleston also handed out a nine year <br />record of the landfill cost with the cubic yards being place in the landfill. <br />Mr. Huddleston said they are considering an alternate method of <br />sanitation and he is recommending this method. He has placed funds <br />in the budget for equipment and personnel to accomplish that, and the <br />handout will give you a brief overview of what they intend to do. Mr. <br />Huddleston pointed out that the second page of the handout is the cost <br />for one collector on the side, containers to go into an automated pick up <br />system. Mr. Huddleston said there has been a lot of injuries in this <br />department, and they felt they would join what other cities are doing by <br />going to the automated solid waste collection system, which would <br />mean one man on the truck and it will pick up the container that is set <br />out in certain zones. Mr. Huddleston said this is a pilot program where <br />they start in one area and see how it works for the first year, and if it <br />works like we think it will, then, we will go into the second year with <br />about four trucks. Mr. Huddleston said they feel four trucks will be able <br />to pick up the waste in the City of Paris, but may have to have a fifth <br />truck for back up. Mr. Huddleston advised to start off with, they would <br />need one new person in the Sanitation Department with the existing <br />personnel to accomplish this. Mr. Huddleston advised that when these <br />trucks are fully automated in about five years, he felt the personnel will <br />start coming down because they are using two people on a truck at this <br />time to accomplish the work where we would only use one with the <br />
