Budget Committee Meeting
August 26, 1999
Page 4
and we are recommending changes on that. Mr. Huddleston said the
chips go out on the compost site that has been developed on city
property on 7t" S. W. Mr. Huddleston said that the things that they are
chipping now are large chips with the chipper, but he is proposing in the
budget a cutter mill that will grind it up into finer pellets and it will turn
into compost a lot quicker. Mr. Huddleston advised that they can
windrow the compost as a windrow turner and a tractor was purchased
through a grants. Mr. Huddleston said they had just built a large 300' x
350' work apron with money from another grant. Mr. Huddleston said he
proposes to do this like it is, and certainly there is one way, and he
wanted to mention the fact that we could clean up the right -of -ways if
they did not chip brush on site in the residential area. Mr. Huddleston
said if we open up a compost site, stage his people there with the cutter
mill, possibly that could be brought in with the water bills. Mr.
Huddleston said he would have to have his people out there to work the
compost site 5 to 6 days a week to accept brush and limbs, that would
be one way to do this. Mr. Huddleston advised they could eliminate
some equipment that he has proposed in the budget, which would be to
eliminate the two boom trucks. They would pick up the brush, haul it to
the compost site and the cutter mill would be there to chip the brush and
limbs. Mr. Huddleston said they could pick up the brush two or three
days a week and the other days would be used to chip it up and work the
compost and hopefully develop some type of a market for that material.
City Manager Malone advised the Committee that the boom trucks
could also be used for bulk items. The bulk items go into the landfill for
a normal charge, and it is be handled in a timely manner. Mr.
Huddleston advised that they are handling the solid waste collection two
times a week for each resident, and there is about 8,500 of those
residents. Mr. Huddleston said he wanted to spread out their zones in
the collection system which would cut down about 150 stops per zone,
and put on a fifth truck, and pick up two extra zones which are in the far
east area close to Reno.
Mr. Huddleston stated that this an overview of his report, and what he is
proposing is one person in the collection end with a side automated
truck, and 2,000 containers at $100,000.00. Mr. Huddleston said it is
probably not going to be without problems. Mr. Huddleston said he had
