Budget Committee Meeting <br />August 26, 1999 <br />Page 5 <br />checked with a number of cities in the area and almost everyone, like <br />Sherman, Denison, and Grand Prairie are going to the side load <br />automated type of trucks. <br />Mr. Wilson wanted to know how much does the city bill the residents per <br />meter for sanitation fees. Mr. Huddleston advised that is about $13.00 <br />and there may be some tax on that. <br />City Manager Malone explained that what the city is trying to do is to <br />recover through the sanitation fees things such as the code enforcement <br />efforts to remove dilapidated houses and the pick up of trash off of the <br />right -of -ways at the parks, and some of the otherthings that we have <br />identified as being sanitation fees. <br />Councilman McWaters asked City Manager Malone if he had ever <br />considered contracting the sanitation service out. City Manager Malone <br />said that could be looked at. <br />Mr. Wilson said he called Barney Bray and asked him what he would <br />charge if he came in took care of the trash collection for the City of <br />Paris, and he advised Mr. Wilson that he charges $8.00 to $9.00, and he <br />would buy back the city's equipment, he will guarantee the rate for ten <br />years and cap that at the CPI of 3 %., and he will hire every employee that <br />the city has if they can pass the drug test. Mr. Wilson said he felt it would <br />be worth exploring. Mr. Wilson said the city could take the sanitation <br />pick up out of the picture and still have the brush pick up. <br />Councilman Gray asked if the city employees would have the same <br />retirement benefits with Mr. Bray. Mr. Wilson said that is not possible. <br />City Manager Malone advised the Committee that this type of item would <br />have to be bid out. <br />Mr. Huddleston said this proposal in the budget would require 17 <br />employees. It would require 5 employees with the brush processing, <br />and one employee over in the collection system. Mr. Huddleston said <br />there is a loader that has been budgeted for use at the compost site. Mr. <br />Huddleston said the side load truck will be a tandem truck about 14 <br />
