MINUTES OF THE BUDGET COMMITTEE MEETING <br />AUGUST 31, 1999 <br />The Budget Committee met in special session, Tuesday, August 31, <br />1999 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. <br />Michael J. Pfiester, Chairman, called the meeting to order with the <br />following members present: Councilman Gene McWaters, Jr., <br />Councilman Kevin Gray, Donald G. Wilson, and James Baker. Also <br />present was City Manager Michael E. Malone, Director of Finance Gene <br />Anderson, and City Clerk Mattie Cunningham. <br />Chairman Pfiester called for discussion of the City Manager's proposed <br />1999 -2000 budget for the City of Paris. <br />Anthony Bethel, Executive Director of the Paris -Lamar County Health <br />Department, came forward giving an overview of his department. Mr. <br />Bethel advised the Committee that this department receives funding <br />from the State of Texas by the way of grants. There are fees that they <br />collect such as restaurant inspections, septic permits, immunization, <br />family planning services, and testing water fees. Those fees are added <br />into their revenues. Mr. Bethel said any shortfall they may have, the <br />city and county picks up the difference with a 50/50 match. They have <br />medical services, family planning, pre -natal care, and immunizations. <br />There is a WIC Program, which is a food supplement program for <br />pregnant women, children, and infants where they come in and get <br />nutritional education, vouchers for cereal, fruits, milk, and things like <br />that. They have an environmental health program which conducts the <br />septic systems inspections, the restaurant, rabies, mosquito control, <br />animal control in the county, water line testing for drinking water and <br />not just Lamar County, but several other counties in this area. <br />Mr. Bethel said the budget is broken down by local money and what is <br />state money along with which grant it comes from under the state <br />money. Mr. Anderson advised the Committee that is a requirement of <br />the State of Texas. <br />City Manager Malone wanted to know where the septic fees would go <br />and what the fee was. Mr. Bethel advised that it would go under the <br />ORAS Program. Mr. Bethel told the City Manager that the fee is $79.00, <br />
