Budget Committee Meeting <br />August 31, 1999 <br />Page 2 <br />which has not been changed since 1989. Mr. Anderson questioned as <br />to what the state charges. Mr. Bethel said the state charges $250.00 <br />for a septic fee, and also advised Lamar County is the one who set this <br />fee. <br />After discussing the fees for septic systems, County Judge Superville, <br />who was in the audience, said that if Mr. Bethel would call his office and <br />request that this be place on their agenda, he would see that this item <br />is placed on their agenda for consideration. <br />Mr. Wilson stated that since this is a joint venture between the county <br />and the city, who set the salaries and wages for the Health <br />Departments. Mr. Bethel advised that they have a board that they work <br />under and several years ago the board decided that this department <br />needed to fall under someone's guidelines. The board voted to adopt <br />the City of Paris's personnel and hiring policies. Mr. Bethel stated that <br />their staff is down about one - fourth over what it was two years ago, and <br />there were five people that have left and has not been replaced. Mr. <br />Bethel said there were only 13 employees at this time. Mr. Bethel <br />explained that one clerk position has not be replaced, which is a full <br />time job doing the Medicare, Medicaid, and private pay billing. There <br />is a clerk that makes appointments, answers the telephone, and pulls <br />charts, also there is a receptionist that signs them in and processes the <br />paperwork, so those two clerks are doing three jobs. Mr. Bethel <br />advised that the Health Department gets enough money to cover the <br />salaries for this department. <br />Councilman McWaters asked if there was any anticipation of losing any <br />of the grants. Mr. Bethel said there is one, the WIC Program Grant, <br />which has an immunization incentive policy where they can give shot, <br />but this is going to be cutout effective January 1St. If the WIC Program <br />is in with the Health Department where they can get a shot there, they <br />will stop funding the immunization part of WIC. Mr. Bethel advised the <br />Committee that they had increased the fee for water testing, and up <br />until this spring, they had done water testing and physicals for the city <br />and county that they did not charge for that.
