Budget Committee Meeting <br />August 31, 1999 <br />Page 3 <br />fact that the lab in Austin started charging the Health Department for <br />the test, and they in turn had to start charging for the things that they <br />do the city and county. Mr. Bethel said they went up on the charge for <br />restaurants. The charges is per employee, and from one to five <br />employees it is $25.00, from 5 to 10 employees it is $75.00, and if you <br />have more than 10 employees the charge is $125.00 per year. Mr. <br />Bethel said they try to inspect everything in the county two times a <br />year. <br />Judge Superville asked if there were revenue figures by category for <br />revenue. Mr. Anderson pointed out from the proposed budget that if <br />you totaled all of the health related revenues, including grants, it would <br />be $576,00.00, which does not include the contributions from the city <br />and county. Judge Superville asked for a copy of the detailed revenues <br />and expenditures, and wanted to sit down and compare the revenue <br />and expenditure per program and see which program is making money <br />and which one is losing money, and that he will come back and tell this <br />Committee and the Commissioner's Court where this department can <br />be improved, if it can be improved. <br />BL,,terly Lewis, Library Director, came forward presenting the <br />Committee with a brochure pertaining to the services that the Library <br />provides. Ms. Lewis stated that over all the Library's budget is lean. <br />Ms. Lewis said normally people would look at personnel, and there has <br />been no additions to personnel. The supply account is lower. The <br />contractual account has larger items in it because they have to <br />maintain their building. Ms. Lewis said under maintenance, they have <br />the fully automated system so they are going to have to maintain the <br />computers and tela- communications. The purchase of those were <br />funded by two different grants. Ms. Lewis said capital expense only <br />two items are listed. Furniture and fixtures which is to repair and <br />replace chairs, and the big item is for books, videos, audio books, CD <br />ROMS, music cassette, and anything in the nature of materials that go <br />into the collection. Ms. Lewis pointed out that is reduced from last <br />year, and the two main reasons for that is, last year they had requested <br />additional funds to purchase a collection of mainly large print titles <br />
