Budget Committee Meeting <br />August 31, 1999 <br />Page 8 <br />Mr. Burgin introduced Deputy Chiefs, Don Howell, Steve Neece, and <br />Ronnie Grooms, and Kent Klinkerman. <br />Councilman Gray asked if anyone thought about putting two people <br />one full time person and one part time under Mike Alexander's <br />direction in order to accomplish more in the code enforcement. Mr. <br />Burgin advised that most of Mr. Alexander's time is spent working with <br />the inmates from Bonham. Mr. Gray pointed out that he is about <br />$5,000.00 under paid. City Manager Malone advised that what they <br />hoped to do is try to transfer a lot of the vacant property that is held in <br />trust to try to get it back in the hands of private individuals to build <br />houses on. City Manager Malone said they were trying to put together <br />a program where we can give property or solve title problems and do <br />it in a manner that would be fair and attractive for reinvestment for <br />people that would be interested. City Manager Malone said he was <br />reluctant to add any additional personnel at time, as the thought was <br />that we were going to make a run at this other problem, and this <br />summer possibly hire some part time people even though they are not <br />in the budget. City Manager Malone said with not having the support <br />of the City Attorney's staff at this time, and not having these other <br />problems solved. Mr. Burgin pointed out that it is not just code <br />enforcement that is going to change the city, it is people, it is our <br />organizations, the Chamber of Commerce, and it is everyone in the <br />city. Mr. Burgin said they are seeing very good enforcement now in the <br />Municipal Court System since we have Ms. Harris on board. Mr. Burgin <br />called the Committee's attention to the cost estimates that he had <br />furnished telling them that it shows what it cost to mow a lot, tree <br />removal, and the cost to remove a structure. <br />Mayor Neeley said he for one felt that code enforcement should be <br />strengthened so the city could keep up with the fix -up, clean -up <br />campaign. Mayor Neeley stated that the code enforcement ordinances <br />might need strengthening. <br />Mr. Wilson asked what the $200,000.00 was in the miscellaneous <br />account. Mr. Burgin said that was for removal of the dilapidated <br />
