Budget Committee Meeting <br />August 31, 1999 <br />Page 9 <br />houses, and mowing the grass. Mr. Wilson questioned why this <br />expense is located in the Fire Department's budget, or is that under <br />sanitation or other departments. City Manager Malone said it was a <br />sanitation related expense but it is in the Fire Department because of <br />the dilapidated buildings and high weeds and grass are considered fire <br />hazard and that is where we placed the code enforcement. <br />Mr. Wilson questioned the overtime for code enforcement. Mr. Burgin <br />advised that the clerk in the Fire Department also does the code <br />enforcement work. Mr. Alexander is behind at this time as they have <br />complaints coming in from every directions due to the fact they could <br />not mow for two or three months because of the change in the city's <br />purchasing program, and they got behind, and she is working overtime <br />to catch him up. At this time, Mr. Burgin said he has a firefighter, who <br />has done this type work at one time, is helping Mr. Alexander. <br />Discussion was had regarding the code enforcement with the <br />Committee. <br />Councilman Gray said he felt that it would cheaper to hire one person <br />and a part time person to work with Mr. Alexander, that you could do <br />more work and save money. Mr. Burgin said Mr. Alexander does not <br />have a chance to go out and be public in the community and do litter <br />prevention programs and things such as that because he is working <br />fourteen hours a day at this time trying to handle all the complaints that <br />are coming in. <br />Mr. Wilson said on page 120, when he multiple these items he can not <br />get the same numbers that is showing in the budget. Mr. Anderson <br />explained that part of that is because these are civil service employees <br />and they get longevity pay that is added to that base figure plus <br />certificate pay, and you have to add those things into the base pay. It <br />is a requirement under state law that this be paid every pay period, <br />where as the other employees are paid one time a year for stability pay. <br />Mr. Wilson wanted to know if the fire department could do without the <br />pickup and take one of the cars.
