City Manager Malone said if they did not <br />go into the automated system this physical year, there would be a <br />$100,000.00 savings. <br />City Manager Malone advised that if he makes any changes to the <br />budget, if any of the changes result in an increase to the line item, the <br />budget could not be adopted Friday night. The Council could make <br />changes in the budget Friday night and adopt the budget if there were <br />no increases to the line items. City Manager Malone advised the <br />Committee that they could make recommendations to the City Council <br />at anytime. City Manager Malone said there are two major items on the <br />agenda Friday night and that is where a public hearing on the proposed <br />budget will be held and adoption of the proposed budget. <br />Chairman Pfiester stated that he would like to see City Manager Malone <br />check out the revenues at the Health Department, the Library and <br />inspection fees. <br />Mr. Wilson said he would like to see how much the personnel cost is <br />today, and how much is budgeted in the proposed budget. <br />City Manager Malone explained that most of the employees other than <br />the police and fire employees are on a grade and step pay plan, and <br />there are five steps. The theory is, if you hire that individual in <br />generally, you are hiring that individual in at step one and they go <br />through a period of training, then they move to step two and that is <br />viewed as automatic until they get to step five which is what the job is <br />suppose to be worth. All of the employees are going to go through <br />those steps unless there is a problem with work performance or <br />disciplinary action, and the only thing that is going to change that is the <br />cost of living increase or at some point in time, a salary survey is done <br />and a reclassification is done to certain positions. City Manager <br />Malone said these structural changes that Mr. Louis has proposed can <br />be pulled out and looked at fairly easy, but a lot of the others are not <br />that simple. <br />Councilman Gray said he would like to know what the services are <br />going to be in District No. 2 this coming year and what will be overlayed <br />by the Street Department.
