offered because the amount of responsibility in relationship to the <br />amount of pay for that job is not that much. Mr. Louis said, for example <br />there is a corporal's exam opening right now and there are 30 eligible <br />officers to take that test and only five people have signed up to take the <br />exam with a deadline of this coming Friday, and that job has been open <br />for several weeks. Mr. Louis explained that they do not want the job for <br />the amount of pay that comes with the increased responsibility. Mr. <br />Louis said the department has lost three people this year. It is not so <br />much that they had people turning over they are losing those <br />employees, they are having trouble attracting people get them into the <br />jobs. <br />Mr. Wilson said he was of the opinion that there was a loss of patrolmen <br />because the city was not competitive after they received their <br />certification. Mr. Louis said they were competing with the metropolitan <br />areas as well as the rural areas, and his requirements are just as <br />strong as other cities, and what has happened, these officers go to the <br />metropolitan areas and increase their gross pay to $38,000.00 to <br />$40,000.00 a year. Mr. Louis said this is what they are battling at this <br />time, but the real problem is attracting the new recruits to get into the <br />ranks. Mr. Louis said the 5% increase at the lower level plus the 5% at <br />the end of the 12 month period will bring that up. Mr. Louis advised <br />that the change in the structure of the ranks would cost approximately <br />$22,000.00. <br />City Manager Malone said at the last meeting when the Committee was <br />talking about sanitation and the expenses, one of the questions that <br />came up was whether the city could consider privatization of sanitation <br />services and historically that has not been desired. City Manager <br />Malone felt that is certainly something that the city might want to <br />consider, and he is having the staff pull together figures of what the <br />cost would be for the various segments of the service that the city <br />provides. City Manager Malone said that might be something to look at <br />even though there are advantages and disadvantages, and things that <br />are desirable as well as undesirable about the automated system that <br />is in the proposed budget. City Manager Malone said he was <br />considering making a recommendation Friday at the budget hearing by <br />making an amendment to his proposed budget to delay implementation <br />of the automatic system. That would not eliminate all of the cost that <br />
