Budget Committee <br />August 7, 1999 <br />Page 7 <br />franchise. <br />Councilman McWaters wanted to know if that is the administrative fee. <br />Mr. Anderson answered no, but he could go ahead and discuss that fee <br />at this time. Mr. Anderson said that the departments in the General <br />Fund, like the City Manager, City Attorney, Finance, and others do a <br />certain amount of work and spend a certain amount of time on water <br />and sewer related activities, and administrative transfers are designed <br />to compensated the General Fund for the time that is spent on water <br />and sewer related things <br />City Manager Malone pointed out that it is wider than that, you have to <br />take into account that we utilize the Municipal Court System, the Police <br />Department, all the administrative departments, Finance Department <br />who generate the water and sewer billing and take care of problems <br />that comes up, the Legal Department that is doing all of the legal work <br />for the Water and Sewer Fund, the Engineering Department is doing <br />engineering work of all types for that fund, and rather than the Water <br />and Sewer Utilities hiring their own separate Attorney, Engineer, or <br />Finance Director, that fund compensates the General Fund for the <br />services provided. <br />Mr. Anderson explained that there was a study done at one time by the <br />Consultants, Reed and Stow and Company, who went through all the <br />cost associated with the Water and Sewer Fund and looked at all the <br />services that were being provided by the General Fund. They <br />documented that and that was the transfer amount. <br />City Manager Malone said the figure has not been updated, and the <br />reason it has not been updated for inflation is, the City was trying to <br />hold the Water and Sewer rates down, but the consultants could be <br />asked to take a look at that figure. <br />Councilman McWaters wanted to know if they skipped a year a few <br />years back. City Manager Malone said the City did skip one year in <br />order to try to hold the water and sewer rates down. There were some <br />industrial customers along with the citizens that were unhappy with the <br />
