Budget Committee <br />August 7, 1999 <br />Page 8 <br />rates. The adjustment was made for that year, but it penalized the <br />General Fund. <br />Mr. Anderson discussed Licenses and Permits fees, Fines Forfeits and <br />Penalties, Use of Money and Property with the Committee explaining <br />those fees. Under Use of Money and Property, Mr. Anderson pointed <br />out the Interest, and explained that is earned and the last section of <br />that is where the grants that the City has been able to get are set up as <br />separate funds from those that are connected to the General Fund <br />activities, the Pal Grant, the Police Athletic League, Auto Theft Grant, <br />COPS Fast Grant, Computer Aided Dispatch, Depot Renovation Grant, <br />the Violent Crimes Against Women, Mobil Cluster Grant and the AS400- <br />Radar Grant. Mr. Anderson explained that there are other fees that are <br />collected such as the Recording Fees, Tax Certificates, and Highways <br />Street, and Sanitation Fees which is trash pickup fees. The next <br />section is Health, and under that section, you have Health Department <br />Fee, Health Department ORAS, and fees that are generated through <br />the Health Department, and also the EMS Fees are shown in this <br />section. The EMS service fees of $1,075,000.00 are those fees that are <br />billed out to patients, Medicare - Medicaid and other insurance, and that <br />is the net amount that is actually expected to be collected. <br />Mr. Wilson questioned the Lamar County Emergency Medical Service <br />Fee of $188,156.00. Mr. Anderson explained that is the Lamar County's <br />contribution towards the EMS Services because the City goes outside <br />the City and the County contributes a certain amount under their <br />contract. Mr. Anderson said this amount will vary from year to year <br />depending on whether we purchase capital improvements and other <br />type expenditures. A portion of the dispatch cost, a portion of the cost <br />of responding by the rescue vehicles are also figured into that <br />calculation. <br />Mr. Anderson said the Intergovernmental Revenues are shown, and on <br />the next page is miscellaneous fees such as birth and death <br />certificates. The Paris Housing Authority Law Enforcement line item <br />is a grant that is actually a Paris Housing Authority Grant, and what is <br />anticipated is for them to contract with the Police Department to <br />
