Budget Committee
August 7, 1999
Page 9
provide extra patrols which will be a revenue source for the City. Mr.
Anderson said, below that is the Utility Fund Contribution that has been
discussed previously. The Aquatic Center Revenue is the last account,
and if you will look at the last item under miscellaneous the $28,000.00
lump sum is really the Aquatic Center's revenue. Mr. Anderson said
when this revenue actually comes in, he is going to receipt it in by what
is actually the source as listed under the Aquatic Center's Revenue.
Mr. Anderson explained that there is no history on this as it is new.
At this point, Mr. Anderson went to the Water and Sewer Revenue
section of the budget pointing out that those revenues are broken down
for the Water and Sewer Fund. Mr. Anderson said the sewer charges,
industrial surcharges and sewer taps are shown under the Sewer
Section. Mr. Anderson said under the Water Revenues you will have
water sales, water line taps, and miscellaneous. Mr. Anderson said
under the miscellaneous water and sewer revenues, the sanitation
billing fee represents 5% of the sanitation trash pick up fees that are
shown on the water bill. The service charges can be anything from
reconnect charges to setting meters back. The bulk water sales is
where local industries, contractors, and sometimes tanker trucks
purchase water in bulk. The sewer dumping fees are fees paid by
companies that go around to oil change places and garages collecting
their used oil and they want to put it in the sewer system. This is a
higher level to absorb and these companies are charged accordingly.
Mr. Anderson stated that this is essentially the revenue related to the
Water and Sewer Fund.
City Manager Malone announced that Mr. Anderson will be forecasting
the proposed revenues for the proposed budget based on the history
of each revenue.
City Manager Malone said the City can hold the tax rate to the same
rate, lower the tax rate, or it can be raised. That is one of the variables
that the City Council has the option to affect. City Manager Malone said
